This bulletin explains requirements for completing Payee ID blocks when processing Contract Encumbrance Requests and vouchers.  Note particularly the requirements for Payee ID's involving municipalities.

Enter the individual's Social Security Number in the Payee ID block.  (Do not enter hyphens.)

Enter the Federal Employer Identification Number in the Payee ID block for corporations, partnerships and other business entities.  (Do not enter hyphens.)

Use the 12-position municipality code, entering the first 9 positions in the Payee ID bock and the last 3 positions in the Additional Block.  Use this 12-position code regardless of funding source.

Note:  Municipalities on OSC's Payee Name and Address file are counties, cities, towns, villages, school districts, community colleges, BOCES and Vocational Education Extension Boards (VEEB's).  These 12-position municipality codes can be obtained from OSC's Bureau of Information Management.

Note:  Municipalities not on OSC's Payee Name and Address file include, but are not limited to, water, fire and sewer districts.
