The purpose of this bulletin is to identify a standard coding structure for reporting attributes. The coding structure, while reasonably consistent with the conversion coding structure, eliminates unnecessary coding restrictions. Agencies planning to add or change attributes are required to conform with this coding structure.

| Reason for Requiring This Coding Structure: |
Structured coding of attributes provides the basis for meaningful sequencing of data in most management and budgetary reports, journals and ledgers. Statewide uniformity, as described herein, must be maintained to enable the various outputs to be produced.
