Foreword

    This section of the Controls and Special Procedures Volume describes the terminology, processes and procedures used by New York State to account for and report Federal grant award activity. The sections that follow are intended to provide operative guidance and information relating to accounting, reporting and reconciliation of Federal grant awards to ensure uniform adherence to applicable Federal regulations, as well as to provide a reference to Federal rules, regulations or laws which regulate the State’s management of federal grants. New York State agencies applying for, or receiving, Federal grants must be independently aware of compliance requirements relating to the administration of such grants. It is not the purpose of these procedures to supercede Federal regulations.
