The Division of Budget has issued DOB Bulletin B-1184 titled Agency Contracts, Non-Personal Service and Capital Spending Controls for 2008-09.

This bulletin affects the Office of the State Comptroller’s (OSC) audit of contracts and payments, therefore we ask that you carefully review the bulletin and take note of the following:

Any contract transaction requiring OSC pre-audit received by OSC on or after
November 5, 2008 must be accompanied by a properly completed Attachment A or Attachment B. Any such contract transaction received at OSC without the required Attachment A or Attachment B will be returned to your agency immediately so that it can be reviewed under this new process. Please make sure the Attachment A and B forms reference the agency code and contract number or purchase order number.

When submitting vouchers for payment for non-personal service items covered under the Budget Bulletin, agencies should submit a copy of attachment A or B with the voucher. If the voucher is submitted using the quick pay process, Attachment A or B should be kept with the voucher and/or procurement record at the agency.
