Bulletin Name: Statewide Financial System Transition Highlights for Contracts and Purchase Orders
Purpose:

The purpose of this bulletin is to provide agencies with highlights of contract processing changes resulting from upcoming implementation of the Statewide Financial System and summary information about key aspects of contract conversion and associated impacts.

Background:

For successful conversion of contracts from CAS to SFS, agencies need to understand :

  • how CAS contract information is being carried into the SFS,
  • how certain conversion decisions and/or functionality of the SFS affect that information, and
  • when and what agency action is required to make for a successful conversion.

Agencies also need to become familiar with those areas where contract processing in the SFS differs from CAS processes.

Information:

The attached document provides, by topic, summarized information regarding: the conversion of existing CAS contracts data, and/or the processing of contract transactions in the SFS. 

This document is intended to be a supplementary reference guide to assist agency staff involved in processing contract transactions.  It does not provide any new information, nor does it provide a full explanation of the policies or procedures related to a topic.  It is not intended to replace SFS resource materials, such as the conversion guide, agency implementation guide or job aids, or OSC’s policy manual, the Guide to Financial Operations (GFO). Agency staff should refer to Chapter XI of the GFO, Procurement and Contract Management, for detailed information about these topics.
