| Subject | 2002 Uniform Allowance for Employees Represented by NYSCOPBA and Council 82 | ||||||||||||||||||
| Purpose | To inform agencies of OSC's automatic processing and provide instructions to agencies for processing Time Entry transactions. | ||||||||||||||||||
| Affected Employees | Employees in the Security Services Unit (BU 01), Council 82 Agency Law Enforcement Services Unit (BU 31), and Security Supervisors Unit (BU 61) who meet the eligibility criteria. | ||||||||||||||||||
| Effective Date | Separate check dated November 20, 2002 (Administration agencies), and November 27, 2002 (Institution agencies). | ||||||||||||||||||
| Background | Chapter 72 of the Laws of 2000, which implements the agreement between the State and NYSCOPBA and Chapter 73 of the Laws of 2000, which implements the agreement between the State and Council 82, provides for uniform allowance payments to eligible employees. | ||||||||||||||||||
| Payment Amount and Eligibility Criteria |
The Uniform Allowance payment is $550 for
full time employees in the Security Services Unit (BU 01), Council 82 Agency Law
Enforcement Services Unit (BU 31), and Security Supervisors Unit (BU 61), except
for employees in Shock Incarceration Camps who will receive $600 (Agencies
10190, 10200, 10510, 10820). To be eligible, such employees must:

| OSC Actions |
OSC will automatically process the 2002
Uniform Allowance for eligible employees who were active on the payroll November
6, 2002 for Administration agencies and November 13, 2002 for Institution
agencies. Eligible employees on military leave as a result of the events of 9/11/01 will not be processed automatically and therefore must be submitted by the agency. |

| Agency Payment Processing Instructions |
For those payments not automatically
processed, including those employees on military leave as a result of the events
of 9/11/01, enter the following information on the Time Entry panel:

| Miscellaneous Payment Information |
For any separate check payment, if an
employee has an additional tax amount in his/her record, the additional tax will
be deducted from both the regular check and the separate check. The Uniform Allowance is not pensionable and is not included in the calculation of overtime. |

| Payroll Register and Employee's Paycheck | The earn code UA8 or UA1 and the amount will be displayed on the payroll register. The earnings description 'Uniform Allowance NU01' for earns code UA8, and 'Uniform Allowance NU61/31 for UA1 and the amount will be displayed on the employee's check stub. | ||||||||||||||||||
