Purpose

To explain procedures for processing OGS Bonus Payments.

Affected Employees

Certain OGS employees in the CSEA Administrative Services Unit (BU 02) and CSEA Operational Services Unit (BU 03).

Effective Date(s)

Administration Pay Period 18-Lag, checks dated December 15, 2004.

Background

Pursuant to the Memorandum of Understanding between OGS and CSEA signed March 8, 2004 and Chapter 83 of the Laws of 1995 amending Subdivision 1 of Section 135 of Civil Service Law, an OGS Bonus payment is authorized.

Payment Amount and Eligibility Criteria

The amount of the Bonus Payment cannot exceed $500.00.

Annual salaried employees in the following titles who have at least one (1) year of service are eligible for a discretionary lump sum Bonus Payment based on an assessment evaluation for a specified rating period. The full rating period for the 2004 payment is 11/1/03 to 10/31/04.

OGS titles eligible for this payment are:

  • Building Services Assistant 1
  • Supply Assistant
  • Parking Services Attendant
  • Maintenance Helper
  • Mail and Supply Clerk
  • Offset Printing Machine Operator
  • Stores Clerk 1
  • Laborer
  • Motor Vehicle Operator
  • Warehouse Equipment Operator

Eligible employees who were part-time during the rating period are entitled to a prorated amount.

Eligible employees who are currently Inactive (including those on Leave Without Pay) are entitled to receive this payment.

Agency Actions

The agency must use the following procedure when reporting the Bonus Payment for employees who are currently in an eligible title:

Earnings Code: OGS
Effective Date: 11/18/04 for Active or Inactive employees
OT Effective Date: 11/18/04 for Active or Inactive employees
Earnings: Amount of payment
Earns End Date: 11/16/05 for Active or Inactive employees
Goal Balance: Leave Blank

The agency must use the following procedure when reporting the Bonus Payment for employees who are no longer in an eligible title:

Earnings Code: OGS
Effective Date: Date entered must be the last date the employee was in an eligible title
OT Effective Date: Date entered must be the last date the employee was in an eligible title
Earnings: Amount of payment
Earns End Date: Date entered must be the last date the employee was in an eligible title
Goal Balance: Leave Blank

Note: If an employee receiving this payment is subsequently appointed to another title that is ineligible for the Bonus Payment, the agency must insert a row to end the earnings by entering the last date the employee was in an eligible title as the Effective Date and the Earn End Date. The agency must fill in the Goal Balance with the amount of the payment.

Miscellaneous Payment Information

The OGS Bonus Payment is not pensionable.

The OGS Bonus Payment will be included in the calculation of overtime for the period of 11/18/04 through 11/16/05.

Payroll Register and Employee Paycheck/Advice

The OGS Bonus Payment will be included in the employee’s regular paycheck or advice. The Earn Code OGS and the amount will be displayed on the payroll register. The Earn Code description “OGS Bonus” and the amount will appear on the employee’s pay stub or direct deposit advice.
