Purpose

To provide agencies with details of reports now available that identify certain employees eligible for restoration of the 2003 M/C Performance Advance and to correct certain deduction information.

Affected Employees

Employees who, in accordance with Payroll Bulletin No. 619, are eligible for the 2003 M/C Performance Advance and will be processed through “Automatic System Processing” or “Manually Calculated Salary Load

Control-D Reports for Certain Eligible Employees

Beginning January 27, 2006, the following reports will be available in Control-D to assist agencies in processing the 2003 M/C Performance Advances. Agencies can access this information for Active or Inactive employees in their agency with a current job row.

NHRP738A – Employees Eligible for Automatic System Processing of 2003 M/C Performance Advances

This report lists the name, EMPLID, and Employee Record Number of employees potentially eligible for restoration of the 2003 M/C Performance Advance through Automatic System Processing, based on employee status as of January 18, 2006.

These employees will have the Performance Advance automatically restored by the payroll system on March 9, 2006 (Administration paychecks dated March 22, 2006) and March 16, 2006 (Institution paychecks dated March 30, 2006) unless the employee has a job action or position data change between January 18, 2006 and the processing date which necessitates a Manually Calculated Salary Load.

As described in Payroll Bulletin No. 619, such job actions include promotions, demotions, transfers to other bargaining units, etc.

NHRP738B – Employees Eligible for Manually Calculated Salary Load of 2003 M/C Performance Advances

This report lists the name, EMPLID, and Employee Record Number of employees potentially eligible for restoration of the 2003 M/C Performance Advance through a Manually Calculated Salary Load.

As described in Payroll Bulletin No. 619, OSC’s Salary Determination Unit will prepare proposed salary increases and changes to Increment Code and FIS salary, as appropriate, for these employees, and forward the information to each agency for review and approval.

Agencies will receive these listings no later than February 17, 2006, and must complete their review and verification by March 3, 2006. After OSC and the agency agree on the salary calculations, the data will be loaded directly from the listing into PayServ. For most cases, it is anticipated that agencies will not be required to submit salary increases associated with the 2003 M/C Performance Advances through the PayServ Job Request panels.

NOTE: A Control-D report will not be made available until after processing is complete for employees processed through a “Salary Plan Loaded from DOB.” OSC will not be able to assess advance eligibility for employees in this group until agency review and DOB budget examiner approval is received.

Agency Actions

Agencies should review the NHRP738A – Employees Eligible for Automatic System Processing of 2003 M/C Performance Advances and monitor any subsequent job actions for these employees that would necessitate a Manually Calculated Salary Load as detailed in Payroll Bulletin No. 619.

Agencies should review detailed job histories for all employees listed in the NHRP738B – Employees Eligible for Manually Calculated Salary Load of 2003 M/C Performance Advances. It is recommended that agencies begin an independent salary reconstruction for these employees to expedite the validation of proposed salary, FIS, and increment code changes to be prepared by OSC for agency review. Reconstructions should also be performed for employees who become ineligible for Automatic System Processing due to subsequent job actions such as promotions, demotions, or bargaining unit changes. Note that this group may also include employees for whom a DOB-approved salary plan is required for part or all of the eligible period but who are not candidates for the “Salary Plan Loaded from DOB” due to the restrictions described in Payroll Bulletin No. 619.

Corrected Deduction Information

All general deductions for employees whose status is Terminated, Retired or Deceased will be automatically cancelled by OSC with the exception of the following. No agency action is necessary.
