Purpose

To notify agencies of an automatic Dues and Agency Shop Fee Update for certain employees represented by CSEA.

Affected Employees

Employees represented by CSEA Local 1000 in Bargaining Units 02, 03, 04, 41, 42, 47, 79, 87 and 97 who received a raise, longevity or increment that moved them to a higher salary level on the CSEA dues chart in 2011

Background

CSEA has notified OSC that there is no change to the dues rates for 2012. However, each January an annual adjustment is required as an AFSCME affiliate for employees who received a raise, longevity or increment that moved them to a higher salary level on the CSEA dues chart.

OSC Actions

OSC will automatically adjust the biweekly deduction for Dues (Code 201) and Agency Shop Fee (Code 212) per the chart below. These rates are unchanged since January 2010. The annual salary amounts exclude additional salary factors.

Dues and Agency Shop Fee amounts for employees who receive a change in annual salary effective after their first check date of 2012 will remain at the same rate for calendar year 2012.

Dues and Agency Shop Fee amounts for part-time, annual salaried employees are calculated based on an employee’s part-time percentage.

The Dues and Agency Shop fee deduction amount for hourly and per diem employees continues to be 1.3% of the biweekly gross salary, not to exceed $27.09, and excludes Location Pay and Overtime.

Agency Actions

Notify affected employees.

Authorized CSEA Dues and Agency Shop Fee amounts are not adjusted within the calendar year if an employee receives a salary increase during the calendar year. However, agencies must adjust the Dues or Agency Shop Fee amount when an employee’s percentage of time worked changes (i.e., from part-time to full-time or vice versa) or an employee is placed on Sick Leave at Half Pay. These amounts should be adjusted accordingly when a change in job status results in a salary decrease.
