Purpose

To explain OSC's automatic processing and agency Time Entry procedures

Background

Chapters 69, 70, and 71 of the Laws of 2000, which implement agreements between the State and various bargaining units in the Unified Court System, provide for uniform allowance payments to eligible employees.

Payment Amount and Eligibility Criteria

There are various Uniform Allowance payments for employees in Bargaining Units SY, SR, DR, F8, 87, G9, and 86. To be eligible, such employees must:

  • Be active on the payroll in an eligible title on November 30, 2000

Refer to Teri Collins' memo to payroll agencies, dated November 28, 2000, for a list of eligible titles.

Payment amounts are contained in "UCS Uniform Allowance Payments (UA5) December 2000" attached to this bulletin.

Eligible full-time employees on Sick Leave at 50 percent pay on the eligibility date are entitled to the full payment.

Eligible employees on Workers' Compensation Disability Leave without Pay (WDL) on the eligibility date are entitled to the payment.

Employees that had more than 5 days of leave without pay between the period June 1, 2000 and November 30, 2000 that resulted from disciplinary action are ineligible for the payment.

Eligible employees on an approved leave without pay on the eligibility date are entitled to the payment, provided they return to the payroll prior May 30, 2001.

There is no proration of the Uniform Allowance for part-time employment.

The Uniform Allowance is not pensionable and is not included in the calculation of overtime.

OSC Action

On December 4, 2000, OSC will automatically add the Uniform Allowance payment of $525 to the Time Entry panel for all employees in Bargaining Units SY and SR who are active or on a paid leave of absence on November 30, 2000. The earn code UA5 will be used and the Earnings Begin Date and the Earnings End Date will be 11/30/2000.

Employees in Bargaining Units SY and SR who are on Workers' Compensation Disability Leave (WDL) on November 30, 2000 will not receive an automatic payment.

Agency Payment Processing Instructions

To Delete an Automatic Payment:

For employees in Bargaining Units SY and SR who are not due the automatic payment, the agency must delete the earn code UA5 from the Time Entry panel on December 5 or December 6, 2000.

To Submit a Payment:

To pay the uniform allowance to eligible employees in Bargaining Units SY and SR who were not processed automatically, including those on WDL, or to all eligible employees in Bargaining Units DR, F8, 87, G9 and 86, enter the following information on the Time Entry panel in Pay Period 18L:

Earnings Begin Date: 11/30/2000 or date employee returned to payroll
Earnings End Date: 11/30/2000 or date employee returned to payroll
Earn Code: UA5
Amount: Applicable Amount

Additional Taxes

For any separate check payment, if an employee has an additional tax amount in his/her record, the additional tax will be deducted from both the regular check and the separate check.

Payroll Register and Employee's Paycheck

The earn code UA5 and the amount paid will be displayed on the payroll register. The earning description "Uniform Allowance UCS" and the amount will be printed on the employee's pay stub.
