|Subject||June 2001 Uniform Allowance Payment|
|Purpose||To notify agencies of OSC's automatic Uniform Allowance processing and to explain agency Time Entry procedures.|
|Affected Employees||Eligible employees in Bargaining Units SY, SR, DR, F8, 87,G9 and 86|
will be made in a separate check dated
June 20, 2001.
There will be no direct deposit for this payment.
|Background Information||Chapters 69, 70, and 71 of the Laws of 2000, which implement agreements between the State and various bargaining units in the Unified Court System, provide for Uniform Allowance payments to eligible employees.|
|Payment Amount and Eligibility Criteria||
There are various Uniform Allowance
payments for employees in Bargaining Units SY, SR, DR, F8, 87 and G9. To be
eligible, such employees must be active on the payroll, or on Workers'
Compensation Disability Leave, in an eligible title on May 31, 2001. Refer to
Teri Collins' memo to payroll agencies dated May 29, 2001 for a list of eligible
titles and payment amounts.
For employees in unrepresented titles Bargaining Unit 86, refer to Teri Collins' May 29, 2001 memo to payroll agencies concerning makeup payment.
Eligible Full-Time employees on Sick Leave at 50 percent on the eligibility date are entitled to the full payment.
Eligible employees on an approved leave without pay on the eligibility date are entitled to the payment, upon their return from leave, provided they return to the payroll prior to November 30, 2001.
There is no proration of the Uniform Allowance for part-time employment. The Uniform Allowance is not pensionable and is not included on the calculation of overtime.
On June 1, 2001, OSC will automatically add
the Uniform Allowance payment of $550.00 in the Time Entry panel for all
employees in Bargaining Units SY and SR who were active on the payroll on May
31, 2001. The earn code UA5 will be used and the Earnings Begin Date and the
Earnings End Date will be May 31, 2001.
Employees in Bargaining Units SY and SR on Workers' Compensation Disability Leave (WDL) on May 31, 2001 will not receive an automatic payment.
Agencies are responsible for deleting the
payment in period 5 Lag for employees in Bargaining Units SY and SR who are
ineligible to receive the payment. The agencies must delete the UA5 earn code
from the Time Entry panel for ineligible employees.
To pay the Uniform Allowance to eligible employees in Bargaining Units SY and SR who were not processed automatically, including those on WDL, or to all eligible employees in Bargaining Units DR, F8, 87, G9 and 86, enter the following information in the Time Entry panel:
|Additional Tax||For any separate check payment, if an employee has an additional tax amount in his/her record, the additional tax will be deducted from both the regular check and the separate check.|
|Payroll Register and Employee's Paycheck||The earn code UA5 and the amount paid will be displayed on the payroll register. The earn code description "Uniform Allowance UCS" and the amount will be printed on the employee's pay stub.|
