Purpose

To explain OSC's automatic processing and Time Entry procedures in PayServ.

Affected Employees

Eligible employees in Bargaining Units SY, SR, DR, F8, 87,G9 and 86

Effective Date(s)

Payments for Bargaining Units SY, SR, DR, F8, 87, and G9 will be made in a separate check dated June 16, 2004.

Payments for Bargaining Unit 86 will be made in a separate check dated July 14, 2004.

There will be no direct deposit for this payment.

Background

Chapters 69, 70, and 71 of the Laws of 2000, which implement agreements between the State and various bargaining units in the Unified Court System, provide for Uniform Allowance Payments to eligible employees.

Eligibility

There are various Uniform Allowance Payments for employees in Bargaining Units SY, SR, DR, F8, 87 and G9. To be eligible, such employees must be in an eligible title on May 31, 2004 and active on the payroll (including Paid Leave of Absence), on Workers' Compensation Disability Leave, Military Leave Stipend or Military Training Stipend.

For employees in unrepresented titles (Bargaining Unit 86), employees must be in an eligible title on June 30, 2004 and active on the payroll (including Paid Leave of Absence), on Workers' Compensation Disability Leave, Military Leave Stipend or Military Training Stipend.

Refer to Teri Collins' memo to payroll agencies dated May 27, 2004 for a list of eligible titles and payment amounts.

Eligible full-time employees who are on Sick Leave at 50 percent pay on the eligibility date are entitled to the full payment.

Eligible employees on an approved Leave Without Pay on the eligibility date are entitled to the payment upon return from leave, provided the return to the payroll is prior to November 30, 2004.

Eligible employees on Workers' Compensation Leave, Military Leave Stipend and Military Training Stipend may be paid immediately.

Part-time employees are eligible for the full Uniform Allowance Payment and no prorated amount will be applied.

The Uniform Allowance Payment is not pensionable and is not included in the calculation of overtime.

OSC Actions

On June 4, 2004, OSC will automatically add the Uniform Allowance Payment of $575.00 in the Time Entry page for all employees in Bargaining Units SY and SR who were active on the payroll or on Paid Leave with the reason of Sick Leave on May 31, 2004. The Earn Code UA5 will be used and the Earnings Begin Date and the Earnings End Date will be May 31, 2004. OSC will notify OCA when the automatic processing is complete.

Employees in Bargaining Units SY and SR who are on Workers' Compensation Disability Leave (WDL), Military Leave Stipend or Military Training Stipend on May 31, 2004 will not receive an automatic payment.

Agency Actions

Agencies are responsible for deleting the payment (Earn Code UA5) from the Time Entry page in Pay Period 5 Lag for employees in Bargaining Units SY and SR who are not eligible to receive the payment.

To pay the Uniform Allowance Payment to eligible employees in Bargaining Units SY and SR who were not processed automatically including those on WDL and to all eligible employees in Bargaining Units DR, F8, 87, G9 and 86, enter the following information in the Time Entry page:

Earnings Begin Date: 05/31/2004 or date employee returned to payroll
Earnings End Date: 05/31/2004 or date date employee returned to payroll
Earn Code: UA5
Amount: Applicable Amount

In Payroll Period 7L, agencies may submit the Uniform Allowance Payment for eligible, unrepresented employees in Bargaining Unit 86 by entering the following information on the Time Entry page:

Payroll Register and Employee's Paycheck/Advice

The Earn Code UA5 and the amount paid will be displayed on the payroll register. The Earn Code description "Uniform Allowance UCS" and the amount will be printed on the employee's pay stub.
