Purpose

To explain the agency procedures for reporting the rate increases and the adjustments for miscellaneous earnings

Affected Employees

Employees in the following titles:

  • Oiler
  • Oiler (CUNY)
  • Stationary Engineer
  • Senior Stationary Engineer A
  • Senior Stationary Engineer B
  • Senior Stationary Engineer C
  • Senior Stationary Engineer C+
  • Senior Stationary Engineer D

Effective Date

Pay period 9C, paychecks dated 8/8/02

Background

Rate Increases

The rate increases are effective 7/1/99 and 7/1/00 for Oiler, Oiler (CUNY) and Stationary Engineer titles.

The effective dates of the increases for Senior Stationary Engineers are effective 7/1/99, 7/1/00 and 9/30/01.

The new rates and other information are contained in Carmelo Batista, Jr.'s memorandum, dated 6/10/2002.

Change in the Eligibility Rules for Overtime

As per Carmelo Batista, Jr.'s memorandum, dated 6/10/02, effective 9/30/01, employees in these titles are to be paid at the overtime rate for all work performed after 8 hours actually worked on the employee's regular workday.

This change in eligibility criteria may result in additional overtime payments for employees in these titles for overtime work performed on or after 9/30/01.

Each agency must determine the employees who are affected by this change and report the appropriate overtime hours or overtime adjustment for all affected payroll periods.

Agency Actions: Reporting the Rate Increases

To increase the hourly rate(s) of employees in these titles, the agency may submit the following actions in payroll period 9C; regardless of the employee's status.

For All Titles

For employees who were in an eligible title on 7/1/99, request a Pay Rt Chg on the Job Action Request panel, effective 7/1/99, using the reason of Change Rate (CRT), and the new 7/1/99 hourly rate.

For employees who are in an eligible title and have a Job Data row(s) effective after 7/1/99 but before 7/1/00, request a Pay Rt Chg, using the reason of Change Rate (CRT), and the new 7/1/99 hourly rate. The effective date must be the same as the existing row(s) on the employee's Job Data record.

For employees who were in an eligible title on 7/1/00, request a Pay Rt Chg, effective 7/1/00, using the reason of Change Rate (CRT), and the new 7/1/00 hourly rate.

Additional Instructions for Stationary Engineers and Oilers

For employees who were in an eligible title and have a Job Data row(s) effective after 7/1/00, request a Pay Rt Chg, using the reason of Change Rate (CRT), and the new 7/1/00 hourly rate. The effective date must be the same as the effective date on the existing Job Data row(s).

Additional Instructions for Senior Stationary Engineers

For employees who were in the title Senior Stationary Engineer and have a Job Data row(s) effective after 7/1/00 but before 9/30/01, request a Pay RT Chg, using the reason of Change Rate (CRT), and the new 7/1/00 hourly rate. The effective date must be the same as the effective date on the existing Job Data row(s).

For employees who were in the title Senior Stationary Engineer on 9/30/01, request a Pay Rt Chg, effective 9/30/01, using the reason of Change Rate (CRT) and the new 9/30/01 hourly rate.

For employees who were in the title Senior Stationary Engineer and have a Job Data row(s) effective after 9/30/01, request a Pay Rt Chg, using the reason of Change Rate (CRT) and the new 9/30/01 hourly rate. The effective date must be the same as the effective date on the existing Job Data row(s).

Agency Actions: Reporting Retroactive Adjustments for Misc. Earnings AND Overtime Due to New Criteria

Reporting Retroactive Adjustments for All Miscellaneous Earnings

Agencies are responsible for calculating the retroactive adjustments for all miscellaneous earnings previously reported in the Time Entry panel with an earnings date on or after 7/1/99.

The earn code AJR must be used to report the combined retroactive adjustment for all earnings. Provide an explanation of the adjustment in the General Comments panel or on a separate worksheet submitted to the auditor. If the agency uses a worksheet, the worksheet must be received in the audit unit by the agency reporting deadline for pay period 9C.

The earn code AJR should be reported as follows:

Earnings Begin Date: Enter the first date to be adjusted
Earnings End Date: Enter the last date to be adjusted
Earn Code: Enter AJR
Amount Adjusted: Enter the total amount of the adjustment
Reporting Overtime Resulting from New Eligibility Criteria:

For hours never reported, report the appropriate overtime earn code in the Time Entry panel and the appropriate number of hours and if applicable, the total amount of the overtime. For hours previously paid at straight time that should have been paid at the overtime rate, report the additional monies using the earn code ADJ in the Time Entry panel. Enter the adjustment information in the comments field or in General Comments.

OSC Actions: Processing Automatic Retroactive Adjustments

OSC will automatically process the retroactive adjustments for all "regular hours" previously paid to employees in these titles since 7/1/99, provided the agency submits all applicable increases.

The automatic adjustment will be calculated for all employees, regardless of the employee's current status.

Revised Rate Chart

A new Rate Chart, reflecting the new rates and appropriate earnings codes, will be faxed to agencies.
