Salary Increases for Employees Represented by the Professional Staff Congress (PSC)

Purpose

To inform agencies of raise eligibility and automatic processing and to provide agencies with the procedures for reporting certain salary increases.

Affected Employees

CUNY unclassified instructional employees in Bargaining Units T8, TC, GA and AJ

Effective Date(s)

General Salary Increases become effective September 19, 2007 and will be processed in Pay Period 13C, paychecks dated September 27, 2007

Background

Pursuant to the Memorandum of Agreement between the City University of New York and the Professional Staff Congress for the term November 1, 2002 through September 19, 2007, and Chapter 116 of the Laws of 2006 which calls for General Salary Increases for eligible employees.

OSC Actions

OSC will apply automatic increases as follows:

  • For salaried employees, all raise rows effective 9/19/07 will be inserted with the Action/Reason code of PAY/SAC. All subsequent rows for Annual employees will be updated using Reason code CSL.
  • For hourly employees, all raise rows effective 9/19/07 will be inserted with the Action/Reason code of PAY/CRT. All subsequent rows for Hourly employees will be inserted using Reason code CRT.
  • All subsequent rows will be increased based on the raise processing below.  Subsequent rows with a position change to an ineligible grade or bargaining unit effective 9/19/07 or later will not be processed.
  • The salaries of all Annual employees who are in titles with steps shall move to the corresponding step of the 9/19/07 salary schedule.
  • The Distinguished Professor stipend will increase as a result of this agreement; therefore, the salaries of Annual employees in the Distinguished Professor title series will be increased accordingly.
  • The salaries of all Annual salaried employees in titles with no step schedule will be increased by $800 provided the employee is in Active pay status on 9/18/07 and 9/19/07.
  • The hourly rates of all hourly employees in non-teaching titles with steps shall move to the corresponding step of the 9/19/07 salary schedule.
  • The hourly rates of all hourly employees in non-teaching titles with no step schedule will be increased by 1%, not to exceed the maximum amount of the range, provided the employee is in Active pay status on 9/18/07 and has earnings between 5/1/06 and 9/18/07.
  • OSC will not automatically process increases for Adjunct employees on contract pay.  See “Agency Actions” below.

Agency Actions

Pursuant to an agreement between PSC and CUNY, Fall 2007 teaching contracts, effective the begin date of the semester (8/30/07), will include projected hours to be paid at 9/19/07 rates.  Fall contracts will be calculated using the OFSR Teaching Adjunct Pay Calculation formula provided to CUNY payroll staff.  Agencies are responsible for calculating and submitting the Fall contracts based on a combination of 2006 and 2007 rates if applicable.

Normal Processing in Pay Period 13C

When submitting Pay Changes, Position Changes, and Transfers for employees in titles whose raise will be calculated automatically, the agency must use the salary rate on the 2006 salary schedule and, if an increment code is required, the projected increment code for January or July 2008.

Control-D Reports

The following Control-D reports will be available after processing of the automatic salary increases:

NHRP704 Mass Salary Payment Report

This report identifies all employees who received the General Salary Increase. The report identifies all rows where the employee’s salary was automatically increased in an eligible bargaining unit. Other fields on the report include the EmplID, Employee Record Number, Employee Name, Grade, Bargaining Unit, Pay Basis Code, Part Time Percentage, Action Reason and Increment Code.

NHRP791 CUNY Retro Raise – Employees Not Processed

This list identifies HRY employees who did not receive an automatic General Salary Increase. Fields on the report include EmplID, Employee Record Number, Employee Name, Eff Date, Grade, Bargaining Unit, Sal Plan, Pay Basis Code, Part Time Percentage and FTA Salary. The report identifies the reason the employee’s salary was not increased for the following reasons:

  • Position and Job do not match
  • Salary is off Step

Query

OSC will distribute a listing to agencies that will identify all other employees who did not have the automatic raise applied.
