Purpose

To provide notification of the procedure for processing the Education Payment.

Affected Employees

Troopers in Bargaining Unit 07, Commissioned/Non-Commissioned Officers in Bargaining Unit 17, and Investigators and Senior Investigators in Bargaining Unit 62

Effective Date

Payments may be submitted for Pay Period 4L/5C, paychecks dated June 11, 2008

Background

For eligible employees in Bargaining Units 07, 17 and 62 who possess or obtain a recognized degree from an accredited and recognized college or university, an annual lump sum Education Payment is provided in June of each year.\

Contract Provisions and Eligibility Criteria

Bargaining Units 07 and 17

Pursuant to Chapter 157 of the Laws of 2005 (Troopers and Commissioned and Non-Commissioned Officers) which continues the payment as stated in Chapter 244, Sections 4 and 5 of the Laws of 2002 and Chapter 103 of the Laws of 2005 (Investigators and Senior Investigators), an annual Education Payment is provided.

  • Bargaining Unit 07
    Chapter 244, Section 4, Laws of 2002: “Members of the collective negotiating unit consisting of troopers in the division of state police, who possess or obtain a recognized degree from an accredited and recognized college or university on or after April 1, 2000, shall receive a lump sum payment of two hundred fifty dollars for such associate degree, five hundred dollars for such bachelor’s degree, and seven hundred fifty dollars for such graduate degree. Payment for such degree shall occur annually in June of each year and shall be for one degree only. When such degree is obtained in a fiscal year, such payment shall be made as soon as practicable after conferral of the degree.”
  • Bargaining Unit 17
    Chapter 244, Section 5, Laws of 2002: “Members of the collective negotiating unit consisting of commissioned and non-commissioned officers in the division of state police, who possess or obtain a recognized degree from an accredited and recognized college or university on or after April 1, 2000, shall receive a lump sum payment as stated. Payment for such degree shall occur annually in June of each year and shall be for one degree only. When such degree is obtained in a fiscal year, such payment shall be made as soon as practicable after conferral of the degree.”
Bargaining Unit 62
  • Chapter 103, Section 20, Laws of 2005: “Recognized degree pay Pursuant to the terms of an interest arbitration award made pursuant to subdivision 4 of section 209 of the civil service law binding the executive branch of the state of New York and the employee organization representing the collective negotiating unit consisting of investigators, senior investigators, and investigative specialists in the division of state police. Members of such unit who possess or obtain a recognized degree from an accredited and recognized college or university on or after April 1, 2001, shall continue to receive a lump sum payment as stated bellow. Payment for such degree shall occur annually in June of each year, and shall be for one degree only. When such degree is obtained in a fiscal year, such payment shall be paid as soon as practicable after conferral of the degree.”

Payroll Register and Employee Paycheck/Advice

The Earn Code EPA, EDP or EPI will be displayed on the payroll register. The Earn Code descriptions - Education Payment Inv/Trooper, Education Payment BU17 or Education Payment Investigator - will appear on the employee’s paycheck stub or direct deposit advice.

Retirement/Overtime Information

For Bargaining Units 07 and 62, the Education Payment is included in the calculation of overtime for all titles.

For Bargaining Units 07, 17 and 62, the Education Payment is included as salary for retirement purposes for all titles.
