Purpose

To inform the agency of OSC’s automatic processing.

Affected Employees

Troopers in Bargaining Unit 07 and Commissioned/Non-Commissioned Officers in Bargaining Unit 17

Background

Pursuant to Chapter 69 of the Laws of 2009 which implemented the Agreement between New York State and the Police Benevolent Association and provides for General Salary Increases and increases to other payments effective April 1, 2010 for Troopers in Bargaining Unit 07 and Commissioned/Non-Commissioned Officers in Bargaining Unit 17.

Contract Provisions and Eligibility Criteria

The legislation provides for the following increases:

April 1, 2010 Salary Increase

Bargaining Unit 07

  • 4% Salary Increase rounded to the nearest dollar for employees in Bargaining Unit 07 for all unit members at the Trainee 2 step and above.
  • Effective 4/1/10.
  • 4/1/10 Salary Schedule reflects the 4% increase.

Bargaining Unit 17

  • 4% Salary Increase rounded to the nearest dollar for employees in Bargaining Unit 17.
  • Effective 4/1/10.
  • 4/1/10 Salary Schedule reflects the 4% increase.
Location Pay (LPO) for Bargaining Units 07 and 17
  • An increase to $1,536 annually effective 4/1/10 for Location Pay
  • Location Pay for Monroe County remains at $200.
Supplemental Location Pay (SPL) for Bargaining Units 07 and 17

Increases effective 4/1/10 to the annual amounts for members who are eligible to receive Supplemental Location Pay are as follows:

Orange, Putnam and Dutchess Counties $1,280
NYC, Rockland and Westchester Counties $1,918
Nassau and Suffolk Counties $2,239
Longevity Compensation (LGC) for Bargaining Units 07 and 17

Increases effective 4/1/10 to the annual amounts for members who are eligible to receive Longevity Compensation are as follows:

  • 6 to 10 years of service = $540 per year
  • 11 to 15 years of service = $590 per year
  • 16 to 25 years of service = $640 per year
Expanded Duty Pay (DUT) for Bargaining Units 07 and 17
  • An increase to $7,452 annually effective 4/1/10 for Expanded Duty Pay.
Command Pay (CMD) for Bargaining Unit 17 ONLY

An increase to $319 annually effective 4/1/10 for Command Pay.

OSC Actions

After payroll processing for Pay Period 1L is completed, OSC will automatically insert rows in the Job Data page to reflect the April 2010 Salary Increases for Troopers in Bargaining Unit 07 and Commissioned/Non-Commissioned Officers in Bargaining Unit 17.

  • OSC will insert a row in the employee’s Job Data record using the Action/Reason code of PAY/SAC (Pay Rate Change/Mass Salary Increase) with an effective date of 4/1/10 (Administration) for employees whose status is Active or on Paid Leave of Absence.
  • For employees who were Inactive or on a Leave of Absence without Pay on the effective date of the Increase, the Increase will be applied to the employee’s Job Data record only if the employee was subsequently returned to the payroll in an eligible bargaining unit. Rows will be inserted as of the effective date of the Return from Leave action using the Action/Reason code of PAY/CSL (Pay Rate Change/Correct Salary) and the new salary.
  • Any subsequent rows on the Job Data record will also be updated automatically by inserting additional rows with the Action/Reason code of PAY/CSL (Pay Rate Change/Correct Salary) provided the employee remained in an eligible bargaining unit.
Automatic Increase in Location Pay (LPO)
  • A row will be inserted to update the Additional Pay page with an effective date of 4/1/10 and increase the amount to $1,536 for all employees receiving Location Pay (LPO).
  • A row will be inserted to update any eligible subsequent rows after the dates of the increases listed above.
Automatic Increase in Supplemental Location Pay (SPL)
  • A row will be inserted to update the Additional Pay page with an effective date of 4/1/10 for all employees receiving Supplemental Location Pay (SPL) and increase the amount to:
    Orange, Putnam and Dutchess Counties $1,280

    Nassau and Suffolk Counties $2,239
  • A row will be inserted to update any eligible subsequent rows after the dates of the increases listed above.
Automatic Increase in Longevity Compensation (LGC)
  • A row will be inserted to update the Additional Pay page with an effective date of 4/1/10 for all employees receiving Longevity Compensation (LGC) and increase the amount as indicated on the 4/1/10 Longevity Compensation Schedule.
  • A row will be inserted to update any eligible subsequent rows after the dates of the increases listed above.
Automatic Increase in Expanded Duty Pay (DUT)
  • A row will be inserted to update the Additional Pay page with an effective date of 4/1/10 and increase the amount to $7,452 for all employees receiving Expanded Duty Pay (DUT).
  • A row will be inserted to update any eligible subsequent rows after the dates of the increases listed above.
Automatic Increase in Command Pay (CMD) (BU17 Only)
  • A row will be inserted to update the Additional Pay page with an effective date of 4/1/10 and increase the amount to $319 for all employees receiving Command Pay (CMD).
  • A row will be inserted to update any eligible subsequent rows after the dates of the increases listed above.

Control-D Reports

The following Control-D reports will be available after processing of the automatic increases:

NHRP703 Mass Salary Additional Pay Report

This report identifies all employees receiving an automatic increase for Location Pay (LPO), Supplemental Location Pay (SPL), Expanded Duty Pay (DUT), Longevity Compensation (LGC), and Command Pay (CMD). Fields on this report include EmplID, Employee Record Number, Employee Name, Earn Code, Grade, Salary Plan, Bargaining Unit and Additional Pay Amount.

NHRP704 Mass Salary Payment Report

This report identifies all employees who received the General Salary Increase. The report identifies the employee’s last salary that was automatically increased in an eligible bargaining unit. Other fields on the report include the EmplID, Employee Record Number, Employee Name, Grade, Bargaining Unit, Pay Basis Code, Part-time Percentage, Action Reason and Increment Code.
