Purpose

To inform the Division of State Police of OSC’s automatic processing of the movement of Command Pay and Premium Overtime to base salary for Senior Investigators.

Background

Chapter 70 of the Laws of 2009 implemented an agreement between the State of New York and the New York State Police Investigators Association. The agreement provides that Command Pay and Premium Overtime compensation shall be added to base salary, effective 3/31/11 for Senior Investigators.

OSC Actions

After payroll processing for pay period 1L/1C is completed, OSC will automatically process the following:

  • Ending Command Pay (COM) - OSC will insert an End Date of 3/30/11 on all active COM rows on Additional Pay for all Senior Investigators.
  • Ending Premium Overtime (PRO) - OSC will insert an End Date of 3/30/11 on all active PRO rows on Additional Pay for all Senior Investigators.
  • Salary Increase - OSC will insert a row in the employee’s Job Data page using the Action/Reason code of PAY/SAC (Pay Rate Change/Mass Salary Increase) and increase salaries per the attached BU62 salary schedule for all Senior Investigators who are Active or on a Paid Leave of Absence on 3/31/11. OSC will update all subsequent rows using the Action/Reason code of PAY/CSL (Pay Rate Change/ Correct Salary) where the employee remains in a Senior Investigator position.

Control-D Reports

The following Control-D report will be available for agency review after processing is complete.

NHRP704 - Mass Salary Increase Report

This report identifies all Senior Investigators who received the automatic salary increase. Fields on the report include EmplID, Employee Record Number, Employee Name, Effective Date, Effective Sequence, Grade, Bargaining Unit, Pay Basis Code, Part-Time Percentage, Action Reason, Old Comprate, New Comprate, and Increment Code.
