| Contract Provisions and Eligibility Criteria |
Chapter 8 of the Laws of 2001, which implements the
Arbitration Award between the State and NYSPIA, provides for the following
general salary increases and other payments. April 1, 2001 Salary Increase $67,655 NYC, Rockland, Westchester Counties $67,756 Nassau and Suffolk Counties $67,263 All other locations Lump Sum Payment Location Pay Supplemental Location Pay Putnam, Orange, Dutchess $1,000 NYC, Rockland, Westchester $1,500 Nassau, Suffolk $1,750 Premium Overtime Command Pay Maintenance Allowance Clothing Allowance Additional Longevity Compensation -After 5 years following appointment to Investigator $1,000 -After 10 years following appointment to Investigator $1,500 -After 15 years following appointment to Investigator $2,000 Overtime Meal Allowance |
| OSC Actions: Automatic Update of Rows on Job Data |
After processing for pay period 2L/3C is complete, OSC will
automatically insert a row, effective 3/29/01, to reflect a salary increase for
all eligible employees whose status is Active or Paid Leave of Absence on
3/29/01. The Action of Pay Rt Chg and the Reason of CFS (Cor Fy Sal) will
be used. All subsequent rows on the Job Data panel will be updated automatically by inserting additional rows with the Action of Pay Rt Chg and Reason of CSL (Cor Sal). Investigators (grade 704) Salary increased from $54,855 to the following effective 3/29/01: Senior Investigators (grade 707) Salary increased from $57,952 to the following effective 3/29/01: |
| OSC Automatic Update of Additional Pay |
OSC will automatically insert a row in the Additional Pay
Panel to increase the following earnings, effective 3/29/01, for all eligible
employees whose status is Active or Paid Leave of Absence on 3/29/01. If an employee has a row on the Additional Pay panel for any of the following earnings and the effective date is 3/29/01 or later, the existing row will automatically be updated to reflect the new amount. | OSC Automatic Lump Sum Payment in Time Entry Panel |
On April 23, 2001, OSC will automatically insert a row in the
Time Entry panel to process the lump sum payment using the earn code CPA (Cash
Payment Award) for employees who meet the eligibility criteria. Employees who were in full-time employment status from 4/1/99 thru 3/28/01 will be entitled to the full payment amount of $11,559. Employees who were not in full-time status (hired after 4/1/99, change in BU, leaves, suspensions, terminations), including sick leave pay, during the entire eligibility period are entitled to a pro-rated amount of $22.20 per day based on the total number of days accumulated in the eligibility period. The pro-rated amount for sick leave pay is $11.10 per day. The following information will be inserted in the Time Entry panel: Earnings Code: CPA Earnings Begin Date: 3/28/01 or last day worked in BU 62 Earnings End Date: 3/28/01 or last day worked in BU 62 Amount: Payment Amount |

| Agency Responsibility Pay Period 2L/3C |
Position Changes For position changes requested on the Job Action Request panel, the agency must enter the salary rate from the 1/1/99 salary schedule. Supplemental Location Pay For eligible employees, the agency must insert a row on the Additional Pay panel to add Supplemental Location Pay, effective 3/29/01, using the new earn code SPL. The new earn code ASL (Adjust Supplemental Location Comp) has also been established to report an adjustment of SPL earnings in the Additional Pay panel. This code must be used, in addition to the earn code SPL, when an employee is retroactively hired, rehired, or returned from leave without pay to report the amount of the retroactive SPL earnings. It is also used to adjust SPL earnings when SPL is added, changed, or ended mid-period and the employee did not have a status change. Meal Allowances Effective pay period 2L/3C, the agency should submit the earn code OMO to report meal allowances earned 3/29/01 or later. This code will be used to report overtime meals, regardless of whether the overtime is being reported in the same pay period or was reported in a prior pay period. |

Overtime Adjustment Due to Cash Payment Award The agency must calculate overtime adjustments resulting from the cash payment award for overtime worked from 4/1/99 thru 3/28/01. The earn code AJR must be used to report the adjustment. |
| Reveal Reports and Agency Responsibility |
The following Reveal reports will be available for agency
review following the Salary and Additional Pay increases. Mass Salary Payment Report (NHRP704) This report will identify all employees who received the automatic salary increase. The report will identify the employee’s last salary in an eligible bargaining unit that was automatically increased. Other fields on the report include Employee ID, Employee Record#, Employee Name, Grade, Barg Unit, Pay Basis Code, Part Time Percentage, Action Reason and Increment Code. Mass Salary Increase Exception Report (NHRP709) This report will identify all employees receiving an automatic increase for Location Pay (LOC), Clothing Allowance (CLA), Maintenance Allowance (MTA), Premium OT (PRO) and Command Pay (COM). Fields on this report include Emplid, Employee Record #, Employee Name, Earn Code, Grade, Sal Admin Plan, Bargaining Unit and Additional Pay Amount. |

Register and Employee’s Check/Advice

All retroactive adjustments will be displayed on the payroll
register and the employee’s pay stub or advice. For the cash payment award, the earnings code CPA and amount will be displayed on the payroll register. The earnings description Cash Payment Award will appear on the employee’s pay stub or advice. Since the check can only accommodate up to 13 earn codes, the employee’s remaining earnings will be combined and ‘other’ will be displayed along with the combined total amount. |
