Purpose

To notify the Division of State Police of the procedure for processing the Education Payment.

Affected Employees

Troopers in Bargaining Unit 07, Commissioned/Non-Commissioned Officers in Bargaining Unit 17, Investigators and Senior Investigators in Bargaining Unit 62

Payment Date

Payments may be submitted for check dated 6/20/01

Contract Provisions and Eligibility Criteria

Chapters 8, 9, & 10 of the laws of 2001, provides for an annual lump sum Education Payment for members in Bargaining Units 07, 17, and 62 who meet the following eligibility criteria:

Bargaining Units 07 and 17

Effective for the period April 1, 2000 through March 31, 2001, members who possess or obtain one of the following degrees are eligible for a lump sum Education Payment in the fiscal year 2001-2002.

Bargaining Unit 62

Effective April 1, 2001, members who possess or obtain one of the following degrees on or after April 1, 2001 are eligible for an Education Payment in June 2001. Members who obtain a degree within fiscal year 2001-2002, but after the June 2001 payment is made, should be paid the Education Payment as soon as practicable. Members are eligible for only one payment in the fiscal year.

Degree and Education Payment amount:
Associate Degree $250
Bachelor Degree $500
Graduate Degree $750

For Bargaining Units 07 and 62, the Education Payment is included in the calculation of overtime.

For Bargaining Units 07, 17, and 62, the Education Payment is included as salary for retirement purposes.

Agency Processing Instructions

For Bargaining Units 07 and 62, the payments must be processed through the Additional Pay panel using the following information:

Earnings Code: EPA
Effective Date: 5/24/01
OT Effective Date: 5/24/01
Annual Additional Earnings: $250, $500, or $750
Earn End Date: 5/22/02
Current Goal Balance Leave blank
Check OK to Pay

For Bargaining Unit 17, the payment must be processed through the Time Entry panel as follows:

Earnings Begin Date: 5/24/01
Earnings End Date: 5/24/01
Earn Code: EDP
Amount: $250, $500, or $750

Payroll Register and Employee's Check

The earn code EPA or EDP will be displayed on the payroll register. The earn code descriptions, Education Pymt Inv/Trooper or Education Payment BU 17 will appear on the employee's check stub or direct deposit advice.
