Purpose

To inform the agency of OSC's automatic processing and to provide instructions for processing adjustments and changes.

Affected Employees

Investigators and Senior Investigators in Bargaining Unit 62

Effective Date

The salary increase and other increases will be included in the regular check dated 04/10/02 -1C and 04/24/02 - 1L

Contract Provisions and Eligibility Criteria

Chapter 8 of the Laws of 2001, which implements the Arbitration Award between the State and NYSPIA, provides for the following general salary increases and other payments.

April 1, 2002 Salary Increase
Effective 4/01/02, payable 3/28/02, the salaries of Investigators will be increased by 3 % to the following amounts:

$70,023 NYC, Rockland,Westchester Counties
$70,127 Nassau and Suffolk Counties
$69,617 All other locations

Effective 4/01/02, payable 3/28/02, the salary of Senior Investigators will be increased by 3% to $67,469.

Investigators SP Spec (grade 600) are eligible for a 3% increase, rounded to the nearest dollar.

Location Pay
The legislation provides an increase from $1,100 to $1,200 annually, effective 4/01/02, payable 3/28/02, for employees in NYC, Rockland, Westchester, Nassau and Suffolk Counties.

Monroe County remains at $200 for eligible employees.

Premium Overtime
The legislation provides for an increase in Premium Overtime to $9,332 effective 4/01/02, payable 3/28/02, for Senior Investigators.

Command Pay
The legislation provides for an increase in Command Pay to $2,328 effective 4/01/02, payable 3/28/02, for Senior Investigators.

Maintenance Allowance
The legislation provides for an increase in the Maintenance Allowance to $495 effective 4/01/02, payable 3/28/02, for Investigators and Senior Investigators.

Clothing Allowance
The legislation provides for an increase in the Clothing Allowance to $1,799 effective 4/01/02, payable 3/28/02, for Investigators and Senior Investigators.

OSC Actions: Automatic Update of Rows on Job Data Panel

After processing for pay periods 1C and 1L is complete, OSC will automatically insert a row, effective 3/28/02, to reflect a salary increase of 3%, rounded to the nearest dollar, for all eligible Investigators (grade 704) and Senior Investigators (grade 707) whose status is Active or Paid Leave of Absence (except for employees on Military Stipend) on 3/28/02. The Action of Pay Rt Chg and the Reason of SAC (Mass Salary Increase) will be used.

For employees receiving automatic increases who have rows on the Job Data record with an effective date after 3/28/02, OSC will manually update the salary rate on each subsequent row.

Exception:
The following Actions will not be updated by OSC if they appear on the Job Data record with an effective date after the date of the automatic increase:

  • Pay Rt Chg
  • Posn Chg
  • Transfer

OSC Automatic Update of Additional Pay

After processing for period 1C is complete (Friday, 3/29/02), OSC will automatically insert a row in the Additional Pay Panel to increase the following earnings, effective 3/28/02, for all eligible employees whose status is Active or Paid Leave of Absence on 3/28/02.

Note: Employees on both current and lag pay cycles will be updated on 3/29/02.

If an employee has a row on the Additional Pay panel for any of the following earnings and the effective date is 3/28/02 or later, the existing row will automatically be updated to reflect the new amount.

Location Pay Increase (grade 704 and 707)
OSC will automatically insert a row to increase an eligible employee's Location Pay from $1,100 to $1,200 using the Earn Code LOC, effective 3/28/02.

Clothing Allowance (grade 704 and 707)
OSC will automatically insert a row to increase an eligible employee's Clothing Allowance from $1,738 to $1,799 using the Earn Code CLA effective 3/28/02.

Maintenance Allowance (grade 704 and 707)
OSC will automatically insert a row to increase an eligible employee's Maintenance Allowance from $478 to $495 using the Earn Code MTA effective 3/28/02.

Command Pay (grade 707)
OSC will automatically insert a row to increase an eligible employee's Command Pay from $2,250 to $2,328 using the Earn Code COM effective 3/28/02.

Premium OT (grade 707)
OSC will automatically insert a row to increase an eligible employee's Premium OT from $9,017 to $9,332 using the Earn Code PRO effective 3/28/02.

Agency Responsibility Pay Period 1C/1L

The following procedures must be used in period 1 when reporting transactions for employees in grade 704 or grade 707:

  • For Pay Changes, Position Changes, and Transfers requested on the Job Action Request or Transfer Request panel, with an effective date on or before 3/28/02, the agency must NOT include the 3% increase in the salary rate reported in the Pay Rate field. OSC will automatically apply the 3% increase effective 3/28/02.
  • For Pay Changes, Position Changes, and Transfers requested on the Job Action Request or Transfer Request panel, with an effective date after 3/28/02, the agency must include the 3% increase in the salary reported in the Pay Rate field.
  • For employees who are on a leave without pay or on a leave with pay with a Reason of military stipend on 3/28/02 and are returned from leave after 3/28/02, the agency must submit the Action of Pay Rt Chg on the Job Action Request panel, effective the date of the return. The Reason of CFS (Cor Fy Sal) must be used.

Employees in Grade 600 Positions
Because employees in grade 600 positions will not receive automatic salary increases, the agency must submit the Action of Pay Rt Chg, effective 3/28/02, to increase the employee's salary.

Additional Pay Earnings Submitted in Period 1
If the agency must add Location Pay, Premium Overtime, Command Pay, Maintenance Allowance, and/or Clothing Allowance in period 1, the agency must use the new amounts when reporting earnings effective 3/28/02 or later.

Reveal Reports and Agency Responsibility

The following Reveal reports will be available for agency review following the Salary and Additional Pay increases.

Mass Salary Payment Report (NHRP704)

This report will identify all employees who received the automatic salary increase. The report will identify the employee's salary in an eligible bargaining unit that was automatically increased. Other fields on the report include Employee ID, Employee Record No., Employee Name, Grade, Bargaining Unit, Pay Basis Code, Part Time Percentage, Action Reason and Increment Code.

Mass Salary Increase Exception Report (NHRP709)

This report will identify employees who did not receive the automatic salary increase because the Position Data attributes and the Job Data attributes did not match. Fields on the report include Employee ID, Employee Record No., Employee Name, Grade, Bargaining Unit, Pay Basis Code, Part Time Percentage, and FTA Salary.

Agency Responsibility:

The agency must review the employee's Job Data record to determine the appropriate action and submit the necessary position changes and/or pay changes in the following pay period 2C/2L.

Mass Salary Additional Pay Report (NHRP703)

This report will identify all employees receiving an automatic increase for Location Pay (LOC), Clothing Allowance (CLA), Maintenance Allowance (MTA), Premium OT (PRO) and Command Pay (COM). Fields on this report include Emplid, Employee Record No., Employee Name, Earn Code, Grade, Sal Admin Plan, Bargaining Unit and Additional Pay Amount.
