Purpose |
To explain OSC’s automatic processing and to provide
agency with instructions for payments and changes not processed automatically. |

Background |
Pursuant to Chapter 157 of the Laws of 2005 which implements the Arbitration
Award between New York State and the Police Benevolent Association that
provides for Salary Increases and other payments for Officers in BU17. |

Contract Provisions and Eligibility |
Contract provisions include payments for: Prorated Cash Payment Award (CPN, CPC)
Officers must be on the payroll in BU17 between 03/27/03 and 04/06/05 to be eligible for the Overtime Adjustment (OS1). The amount of the increase is 3% for 3/27/03-3/24/04 and 6.09% for 3/25/04-4/6/05. No provision was made for any Officer who was terminated during this period. Officers are eligible for the following increase in base salary and additional compensation on 4/07/05 or when they are appointed or returned to BU17: Base Salary Increase New Salary Schedules are in effect for BU17 (Attachment). All officers will receive an increase in salary. Expanded Duty Pay (DUT) Legislation provides for a new additional salary factor, Expanded Duty Pay (DUT), for Officers in BU17. The amount of the payment is $2575.00. Location Pay (LPO) Legislation provides an increase in Location Pay from $1200.00 to $1311.00 annually for Officers in NYC, Rockland, Westchester, Nassau and Suffolk Counties. All Officers in this unit are eligible for the increase. NOTE: Monroe County remains at $200.00 annually for eligible employees. Supplemental Location Pay (SPL) Legislation provides an increase in Supplemental Location Pay (SPL) as follows: $1000.00 to $1093.00 Putnam, Orange & Dutchess Counties $1500.00 to $1639.00 NYC, Rockland & Westchester Counties $1750.00 to $1912.00 Nassau & Suffolk Counties All Officers in this unit in these counties are eligible for the increase. Command Pay (CMD) Legislation provides an increase in Command Pay (CMD) from $250.00 to $273.00 annually. All Officers in this unit are eligible for the increase. |

New Earnings Codes and Procedure for Future Payments |
OSC has created three (3) new Additional Pay Earnings Codes effective
4/7/05 to process the payments that were awarded in the arbitrator’s
decision for eligible Officers who meet the criteria. Starting in pay
period 11L, the agency must use the following procedures for any eligible
Officers on the Additional Pay page:
NOTE: The existing Earnings Codes AED (Adjust Expanded Duty Pay), ACM (Adjust Command Pay) and ALP (Adjust Location Pay) will be used to adjust the above new codes. |

Agency Actions |
Starting in pay period 11L, the agency must submit requests for Command
Pay State Police BU17, Extended Duty Pay BU07 and BU17 and Location Pay
State Police BU07 and BU17 using the newly created Earn Codes CMD,
DUT and LPO. For Commissioned and Non-Commissioned Officers who are on a Military Stipend (MLS) or a Leave Without Pay on the effective date of the increase and who return from Leave effective after 4/7/05, the agency must submit the appropriate Pay Change, effective the date of the return. The Action/Reason code of Pay Rt Chg/CSL (Pay Rate Change/Correct Salary) must be used. |

Control-D Reports |
The following Control-D Reports will be available for agency review
after the raise is processed. Mass Additional Pay Report (NHRP703) This report will identify all Officers receiving an automatic increase for the earn code SPL and will identify all Officers receiving the new Earnings Codes DUT, CMD and LPO. Fields on this report include EmplID, Employee Record Number, Employee Name, Earn Code, Grade, Salary Plan, Bargaining Unit, and Additional Pay amount. Mass Salary Payment Report (NHRP704) This report will identify all Officers who received the automatic increase. The report will identify the Officer’s last salary in an eligible bargaining unit that was automatically increased. Other fields on the report include EmplID, Employee Record Number, Employee Name, Grade, Bargaining Unit, Pay Basis Code, Part-time Percentage, Action Reason, and Increment Code. |

Payroll Register and Employee Paycheck/Advice |
The Earn Codes CPC, CPN, OS1,
DUT, CMD, SPL and LPO
with the amount will be displayed on the payroll register where needed.
