Purpose |
To inform the agency of OSC’s automatic processing.

Affected Employees |
Troopers in Bargaining Unit 07 and Commissioned/Non-Commissioned
Officers in Bargaining Unit 17.

Background |
Pursuant to Chapter 157 of the Laws of 2005 which implements the
Arbitration Award between New York State and the Police Benevolent Association
that provides for a General Salary Increase and other payments for Troopers
in Bargaining Unit 07 and Commissioned/Non-Commissioned Officers in
Bargaining Unit 17.

Salary Increase and other payment increases due both Troopers
in Bargaining Unit 07 and Commissioned/Non-Commissioned Officers in
Bargaining Unit 17
April 1, 2006 General Salary Increase
Location Pay (LPO)
- The legislation provides an increase to $1,351 annually effective
4/6/06 for employees in Bargaining Units 07 and 17.
Supplemental Location Pay (SPL)
- The legislation provides for an increase effective 4/6/06 to the
following annual amounts for members of Bargaining Units 07 and 17
who are eligible to receive Supplemental Location Pay.

Longevity Compensation (LGC)
- The legislation provides for an increase in additional Longevity
Compensation effective 4/6/06 for members of Bargaining Units 07 and
17. (Refer to Attachment A.)
- 6 to 10 years of service = $400 per year
- 11 to 15 years of service = $450 per year
- 16 to 25 years of service = $500 per year
Expanded Duty Pay (DUT)
- The legislation provides an increase to $2,652 annually effective
4/6/06 for employees in Bargaining Units 07 and 17. (Expanded Duty
Pay shall not be paid to unit members who are at the Trainee 1 rate
or any member in the title of Special Trooper.)
Payment Increase for Commissioned/Non-Commissioned Officers
in Bargaining Unit 17 only
Command Pay (CMD)
The legislation provides an increase to $281 annually effective 4/6/06
for employees in Bargaining Unit 17.

OSC Actions |
After payroll processing for Pay Period 1L is completed, OSC will
automatically insert rows in the Job Data page to reflect the April
2006 Salary Increases for Troopers in Bargaining Unit 07 and Commissioned/Non-Commissioned
Officers in Bargaining Unit 17.
- OSC will insert a row in the employee’s Job Data record using
the Action/Reason code of PAY/SAC (Pay Rate Change/Mass
Salary Increase) with an effective date of 4/6/06 (Administration)
for employees whose status is Active or on Paid Leave of Absence.
- For employees who were Inactive or on a Leave of Absence without
Pay on the effective date of the Increase, the Increase will be applied
to the employee’s Job Data record only if the employee was subsequently
returned to the payroll in an eligible bargaining unit. Rows will
be inserted as of the effective date of the Return from Leave action
using the Action/Reason code of PAY/CSL (Pay Rate
Change/Correct Salary) and the new salary.
- Any subsequent rows on the Job Data record will also be updated
automatically by inserting additional rows with the Action/Reason
code of PAY/CSL (Pay Rate Change/Correct Salary)
provided the employee remained in an eligible bargaining unit.
Automatic Increase in Location Pay (LPO)
- OSC will automatically insert a row and update the Additional Pay
page with an effective date of 4/6/06 and increase the amount to $1,351
for all employees whose Location Pay amount is $1,311.
Automatic Increase in Expanded Duty Pay (DUT)
- OSC will automatically insert a row and update the Additional Pay
page with an effective date of 4/6/06 and increase the amount to $2,652
for all employees whose Expanded Duty Pay amount is $2,575. There
shall be no increase to the Expanded Duty Pay to any member while
at the Trainee 1 rate or to any member in the title of Special Trooper.
Automatic Supplemental Location Pay (SPL)
- OSC will automatically insert a row and update the Additional Pay
page with an effective date of 4/6/06 and increase the amount from:

Automatic Increase in Longevity Compensation (LGC)
- OSC will automatically insert a row and update the Additional Pay
page with an effective date of 4/6/06 and increase the amount of LGC
for eligible employees.
Automatic Increase in Command Pay (CMD) (BU17 Only)
- OSC will automatically insert a row and update the Additional Pay
page with an effective date of 4/6/06 and increase the amount to $281
for all employees whose Command Pay amount is $273.

Agency Actions |
The following procedure must be used by the agency when reporting
transactions in Pay Period 1L:
New hires submitted in Pay Period 1 effective 4/6/06 or later must
be submitted using the Hiring Rate of the 2005 Salary Chart. The automatic
validation salary warning message “Requested salary rate must
be at the hiring rate when Action of PAY and Reason of NEW
is used” will appear, as the new 2006 Salary Charts will be in
effect. Please ignore the warning message.

Control-D Reports |
The following Control D-Reports will be available after processing
of the automatic increases:
NHRP703 Mass Salary Additional Pay Report
This report identifies all employees receiving an automatic increase
for Location Pay (LPO), Supplemental Location Pay (SPL),
Expanded Duty Pay (DUT), Longevity Compensation (LGC),
and Command Pay (CMD). Fields on this report include
EmplID, Employee Record Number, Employee Name, Earn Code, Grade, Salary
Plan, Bargaining Unit and Additional Pay Amount.
NHRP704 Mass Salary Payment Report
This report identifies all employees who received the General Salary
Increase. The report identifies the employee’s last salary that
was automatically increased in an eligible bargaining unit. Other fields
on the report include the EmplID, Employee Record Number, Employee Name,
Grade, Bargaining Unit, Pay Basis Code, Part-time Percentage, Action
Reason and Increment Code.
