Education Payment for Employees Represented by the Police Benevolent Association (PBA) and the NYS Police Investigators Association (NYSPIA)

Purpose

To provide notification of the procedure for processing the Education Payment.

Affected Employees

Troopers in Bargaining Unit 07, Commissioned/Non-Commissioned Officers in Bargaining Unit 17, and Investigators and Senior Investigators in Bargaining Unit 62.

Effective Date(s)

Payments may be submitted for Pay Period 4L/5C, paychecks dated June 14, 2006.

Background

Chapters 8, 9 and 10 of the Laws of 2001 provide for an annual lump sum Education Payment for employees in Bargaining Units 07, 17, and 62 who meet the following eligibility criteria:

Bargaining Units 07 and 17

Effective April 1, 2005 through March 31, 2006, employees who possess or obtain one of the following degrees are eligible for a lump sum Education Payment in Fiscal Year 2006-07.

Bargaining Unit 62

Effective April 1, 2006, employees who possess or obtain one of the following degrees on or after April 1, 2006 are eligible for an Education Payment in June 2006. Members who obtain a degree within Fiscal Year 2006-07 but after the June 2006 payment is made should be paid the Education Payment as soon as practicable. Members are eligible for only one payment in the fiscal year.

Beginning Pay Period 5L, employees in Bargaining Unit 62 who become eligible to receive the Education Payment must be paid in the Additional Pay page using the following information:

Payroll Register and Employee Paycheck/Advice

The Earn Code EPA, EDP, EPI will be displayed on the payroll register. The Earn Code descriptions - Education Payment Inv/Trooper, Education Payment BU17 or Education Payment Investigator - will appear on the employee’s paycheck stub or direct deposit advice.

Retirement/Overtime Information

For Bargaining Units 07 and 62, the Education Payment is included in the calculation of overtime.

For Bargaining Units 07, 17, and 62, the Education Payment is included as salary for retirement purposes.
