Purpose

To provide instructions to agencies for processing the M/C Discretionary Retroactive Increases.

Background

Chapter 10 of the Laws of 2008 which implements the agreement between the State of New York and various bargaining units provides for Discretionary 3% and 1% 2007 Increases for M/C employees in Bargaining Units 13 and 40.

Effective Date(s)

Payments may be made in Pay Period 26, paychecks dated 4/16/08

Contract Provisions and Eligibility Criteria

April 1, 2007 3% Discretionary Increase

The legislation provides for a retroactive 3% Discretionary Increase for employees in annual, biweekly and hourly positions.

  • Effective 4/5/07.
  • Employees in Bargaining Units 13 or 40 must be Active or on an approved leave on 4/5/07 and at the time of payment.
  • The 3% Discretionary Increase must be based on the annual salary rate in effect as of 4/5/07.
July 1, 2007 1% Discretionary Increase

The legislation provides for a retroactive 1% Discretionary Increase for employees in annual and hourly positions.

  • Effective 7/1/07.
  • Employees in Bargaining Units 13 or 40 must be Active or on an approved leave on 6/30/07 and at the time of payment.
  • The 1% Discretionary Increase must be based on the annual salary rate in effect as of 6/30/07.

Agency Actions

Agencies are required to complete M/C Discretionary Salary Increase rosters in EmplID order. The roster must be signed by the College President and forwarded to SUNY System Administration.

All Discretionary Increases must be entered by SUNY for processing.

To process the retroactive 3% increase for eligible employees, agencies must submit a Job Action Request transaction using the Action/Reason code of PAY/SIC (Salary Increase) and the effective date of 4/5/07.

To process the retroactive 1% increase for eligible employees, agencies must submit a Job Action Request transaction using the Action/Reason code of PAY/SIC (Salary Increase) and the effective date of 7/1/07.

Subsequent Rows

Agencies must submit Pay Rate Change transactions using the Action/Reason code of PAY/CSL (Correct Salary) to update any subsequent rows that appear on the employee’s Job Data record provided the employee remained in BU13 or BU40.

Retroactive Payments for Employees Receiving Military Stipends

For employees who were placed on Military Stipend Leave with or without pay on or after the effective date of the increases as a result of new military orders, OSC will recalculate the amount of Military Stipend.

  • For those who received a stipend, the increase in biweekly stipend will be updated on the Job Data record by inserting a new row to reflect the new biweekly stipend amount. Any additional adjustment that is required due to the change in stipend that will not be calculated automatically by the retro process will be reported by OSC in the Time Entry page using the Earn Code ADJ.
  • For those who did not receive a stipend but became eligible for a stipend because of the increased salary, OSC will take the necessary action on the Job Data and/or Time Entry pages to pay the required increases.

Payroll Register and Employee's Paycheck/ Advice

All retroactive adjustments will be displayed on the payroll register and the employee’s paycheck stub or direct deposit advice.
