Purpose

To provide instructions to agencies for processing the M/C Discretionary Increases.

Background

Chapter 10 of the Laws of 2008 which implements the agreement between the State of New York and various bargaining units provides for Discretionary 3% and 1% 2009 Increases for M/C employees in Bargaining Unit 13.

Effective Date(s)

3% Discretionary Increase is effective 4/2/09, Pay Period 1L, paychecks dated 4/29/09

1% Discretionary Increase is effective 7/1/09, Pay Period 7L, paychecks dated 7/22/09

Contract Provisions and Eligibility Criteria

April 1, 2009 3% Discretionary Increase

The legislation provides for a 3% Discretionary Increase for employees in Annual, Biweekly and Hourly positions.

  • Effective 4/2/09.
  • Employees in Bargaining Unit 13 must be Active or on an approved leave on 4/2/09 and at the time of payment.
  • The 3% Discretionary Increase must be based on the annual salary rate in effect as of 4/2/09.
July 1, 2009 1% Discretionary Increase

The legislation provides for a 1% Discretionary Increase for employees in Annual, Biweekly and Hourly positions.

  • Effective 7/1/09.
  • Employees in Bargaining Unit 13 must be Active or on an approved leave on 6/30/09 and at the time of payment.
  • The 1% Discretionary Increase must be based on the annual salary rate in effect as of 6/30/09.

Agency Actions

Agencies are required to complete M/C Discretionary Salary Increase rosters in EmplID order. SUNY System Administration will forward the appropriate documentation to OSC prior to the payment. The roster must be signed by the College President and forwarded to SUNY System Administration.

All Discretionary Increases must be entered by SUNY for processing.
To process the 3% increase for eligible employees, agencies must submit a Job Action Request transaction using the Action/Reason code of PAY/SIC (Salary Increase) and the effective date of 4/2/09.

To process the 1% increase for eligible employees, agencies must submit a Job Action Request transaction using the Action/Reason code of PAY/SIC (Salary Increase) and the effective date of 7/1/09.

Subsequent Rows

Agencies must submit Pay Rate Change transactions using the Action/Reason code of PAY/CSL (Correct Salary) to update any subsequent rows that appear on the employee’s Job Data record provided the employee remained in BU13.
