Subject SUNY Location Stipend
Purpose To explain OSC's automatic processing and Agency Time Entry page procedures.
Affected Employees SUNY Professional Services employees in Bargaining Unit 08 who meet the eligibility criteria.
Background Pursuant to Article 20.20 of the 1991-2003 Agreement between the State of New York and United University Professions (UUP), eligible UUP employees are provided with a location stipend.
Effective
Date(s) 		Payment will be included in the employee's regular paycheck or direct deposit advice dated January 14, 2004.
Eligibility Criteria Full-time employees in Bargaining Unit 08 who were active on the payroll December 31, 2003 and whose actual work station was located in New York City or in the counties of Nassau, Suffolk, Rockland or Westchester are entitled to a Location Stipend of $1200.00.

Employees on a Leave With Pay status in Bargaining Unit 08 who were active on the payroll December 31, 2003 and whose actual work station was located in New York City or in the counties of Nassau, Suffolk, Rockland or Westchester are entitled to a prorated amount.

Full-time employees on a Leave Without Pay on December 31, 2003 are not eligible for the Location Stipend.
OSC Automatic Processing Information The Location Stipend (LOS) payment is entered on the Time Entry page. 
OSC will automatically apply the $1200.00 Location Stipend to Full-time employees who were active in Bargaining Unit 08 on December 31, 2003 for the following campuses:
28050 Stony Brook 28260 Purchase
28058 Stony Brook Hospital 28390 Farmingdale
28100 HSC-Brooklyn 28570 Maritime
28108 HSC-Brooklyn Hospital 28580 Optometry
28200 Old Westbury

OSC's automatic processing will be completed on January 2, 2004.

Listings Employees who will receive the $1200.00 Location Stipend will be automatically identified on a listing. Listings will be faxed to the campuses on January 2, 2004.
Agency Payment Processing Instructions If an employee is ineligible for the automatic payment:
Agency staff at Stony Brook and HSC-Brooklyn should delete the Location Stipend row on the employee's Time Entry page.
Agency staff in Agency codes 28200, 28260, 28390, 28570 and 28580 should fax a list of any ineligible employees to SUNY System Administration instructing them to delete the Location Stipend row. The fax number for SUNY is (518) 443-5785.
Deletions must be completed by January 5, 2004.
Agencies must process the $1200.00 LOS payment for employees in GFT (Geographic Full-Time) positions.
Agencies must process the LOS payment at the prorated amount for eligible employees who are on a Paid Leave.
To pay employees who did not receive the automatic payment, use the Earning Code LOS and enter the following information through the Time Entry page:
Earnings Begin Date: 12/31/2003
Earnings End Date: 12/31/2003
Earnings Code: LOS
Amount: $1200.00
Payroll Register and Employee's Paycheck/Advice The Earn Code LOS and the amount paid will be displayed on the payroll register. The earnings description "Location Stipend" and the amount will appear on the employee's paycheck or direct deposit advice.
