Selected Financial Management Practices

The Greater Rochester Community Transportation Foundation was created by the Rochester-Genesee Regional Transportation Authority in 2001 to promote the community’s use of public transportation and to raise funds for the Authority. We audited the Foundation’s controls over cash receipts and disbursements, and found that certain improvements were needed in the Foundation’s revenue accountability. We also found that the Foundation’s use of Authority buses may have violated federal regulations governing chartered transportation services. Such services should be provided by private companies, rather than public transportation authorities, unless private operators are unwilling or unable to provide the services. However, in a number of instances , we found no documentation indicating that an effort had been made to obtain the services of private operators.
