Procurement and Contracting Practices

The Research Foundation for the City University of New York is a not-for-profit corporation that administers grants supporting the educational activities of CUNY. We examined the Foundation’s procurement and contracting practices. We found that the Foundation did not always obtain competitive bids as required. We also found that the Foundation did not always document why vendors were selected as sole sources, which meant that they could be selected without competition. We also identified two instances in which State employees were inappropriately hired as consultants. We recommended that certain improvements be made in the Foundation’s procurement and contracting practices.
