Selected Financial Management Practices (Follow-Up Report)

The Greater Rochester Community Transportation Foundation was created by the Rochester-Genesee Regional Transportation Authority in 2001 to promote the community’s use of public transportation and to raise funds for the Authority. In audit report 2003-S-46, we noted that improvements were needed in certain of the Foundation’s financial management practices. We also noted that the Foundation’s use of Authority buses may have violated federal regulations governing chartered transportation services. Such services should be provided by private companies, rather than public transportation authorities, unless private operators are unwilling or unable to provide the services. However, in a number of instances, we found no documentation indicating that an effort had been made to obtain the services of private operators. When we followed up to determine whether our audit recommendations had been implemented, we found that some of the recommendations had been implemented while others had not.
