Internal Controls Over Revenue and Procurement

The Research Foundation for Mental Hygiene is a not-for-profit corporation that helps State agencies with responsibilities in the mental hygiene field administer grants and sponsored research for New York State. The Foundation is also responsible for the development of information systems and other special projects benefiting these agencies. We examined the adequacy of the oversight provided by the Foundation’s 21-member Board of Directors as well as the adequacy of the Foundation’s internal controls over revenue and procurement. We found that both the oversight provided by the Board and the internal controls were generally adequate. However, we noted that certain improvements were needed in both areas.
