Procurement of Energy Efficient Products

The New York State Energy Research and Development Authority (ERDA) administers several energy-related programs. The Office of General Services (OGS) negotiates statewide procurement contracts that enable State agencies, public authorities, eligible local governments, schools and not-for-profit organizations to purchase certain goods and services at reduced prices. An executive order issued by the Governor in 2001 directed State agencies, public authorities and local governments to select energy efficient products when acquiring new equipment. ERDA was to develop energy efficiency guidelines and help government agencies implement the order. OGS was to incorporate the order into its statewide procurement contracts. We audited the actions taken by ERDA and OGS in fulfilling their responsibilities under the executive order, and found that both agencies had fulfilled their responsibilities in an effective manner. We also examined whether the purchases made by seven selected State agencies were consistent with the executive order, and found that they were.
