Hello. My name is Mark Stevens and I’m a senior attorney with the Office of the State Comptroller. I want to take the time to thank you for listening to this presentation on Article 18 of the General Municipal Law, Codes of Ethics and Decisional Law relating to Conflicts of Interest. Article 18 of the General Municipal Law is the main state statute which governs Conflicts of Interest for municipal officers and employees. Local Government ethics is a major priority for Comptroller DiNapoli and should also be a major priority for you as well for at least two reasons.

One, you want to make sure you maintain confidence with your municipal administration. Also you want to maintain your own reputations by avoiding potential civil and criminal liability. The goal of this presentation today is to talk about Article 18 in a way that will help you identify potential conflicts of interest. I am also going to discuss a little bit of Codes of Ethics as well as Decisional Law related to Conflicts of Interest However, this is just a general overview of Article 18 and if you should have any questions or concerns you should reach out to your municipal attorney or your local Board of Ethics.
