Module 2 - Codes of Ethics and Other Local Actions

Introduction

Local governments share responsibility with the State for defining ethical conduct. In Module 1, we discussed statewide rules set forth in Article 18 of the General Municipal Law, such as those pertaining to interest in contracts and prohibited activities. This module covers local actions that are required or authorized by Article 18.

Article 18 requires most municipalities to adopt a Code of Ethics to set forth standards of conduct for their officers and employees. In addition to discussing codes of ethics, this module covers several other important topics, including boards of ethics, annual financial disclosure, and ethics training.

Before you start on this course material, here is a brief assessment of your knowledge of the topics covered in this module. Please recognize that these questions cover only a few of the issues that will be discussed in this tutorial.
