Summary

This concludes Module 2 of Protecting the Public's Interest, a Tutorial on Local Government Ethics and Transparency in New York State. This module provided guidance on local actions that help to advance ethical conduct and which are required or authorized by Article 18 of the General Municipal Law.

The first part of this module covered boards of ethics, which provide standards of conduct tailored to local circumstances and needs. In addition to guidance for establishing a code, it discussed the importance of keeping the code current and of educating all officers and employees about the code.

This module also covered local boards of ethics, whose role is to render advisory opinions to municipal officers and employees, to make recommendations on establishing or amending codes of ethics, and to administer the municipality's system of annual financial disclosure.

Finally, this module provided guidance on providing ethics training to all officers and employees.

The next module provides an opportunity to apply what you have learned in Modules One and Two by presenting a series of case studies on local government ethics.
