Purpose of Audit

The purpose of our audit was to determine if performance measures were being used within the Solid Waste Management Department for the period January 1, 2013 through July 7, 2014.

Background

Tompkins County is located in the Southern Tier and has a population of approximately 101,500. The County is governed by a 14-member County Legislature. The Department’s budgeted appropriations for 2014 totaled approximately $6.3 million.

Key Findings

  • The Solid Waste Manager has instituted various programs to divert waste from the landfill and monitors program effectiveness by tracking results at least quarterly.
  • For fiscal years 2011 through 2013, the recycling program has saved the County more than $1 million.
