Purpose of Audit

The purpose of our audit was to examine the District’s financial management practices for the period July 1, 2013 through May 12, 2015.

Background

The Kenmore-Town of Tonawanda Union Free School District is located in the Town of Tonawanda, Erie County. The District, which operates 12 schools with approximately 7,180 students, is governed by an elected five-member Board of Education. Budgeted appropriations for the 2014-15 fiscal year were approximately $151.8 million.

Key Findings

  • The District consistently appropriated fund balance that was not needed to finance operations.
  • The District overfunded reserves.

Key Recommendations

  • Ensure that estimates in the annual budget for the planned use of fund balance are accurate and reasonable.
  • Ensure that reserve fund balances are maintained at reasonable levels and take appropriate action, in accordance with statute, to remedy reserves with excess funds.
