Purpose of Audit

The purpose of our audit was to determine whether District officials implemented measures to achieve health insurance cost savings and address rising health insurance costs by offering employees a buyout incentive for the period July 1, 2013 through March 31, 2016.

Background

The Watkins Glen Central School District is located in the Towns of Dix, Hector, Orange, Reading and Tyrone in Schuyler County and the Town of Catlin in Chemung County. The District, which operates two schools with approximately 1,120 students, is governed by an elected seven-member Board of Education. The District’s operating budget for the 2015-16 fiscal year totaled approximately $25.5 million.
