Interfund transfers, while important to any given fund, are not, strictly speaking, local government revenue. They can reflect any number of transfers into the fund and thus will be affected by different factors.
For example, transfers from the water fund into the general fund may be one-time only or ongoing. Ongoing transfers could have resulted from a series of “one-time” moves to the general fund that deplete the water fund and hamper its ability to invest in its infrastructure. Similarly, ongoing transfers into the water fund from the general fund could indicate that water rates should be adjusted. A plan that projects no future transfers will show the extent of these issues.
