DiNapoli Appoints John Traylor Executive Director for Operations

State Comptroller Thomas P. DiNapoli announced today that he has appointed John Traylor as executive deputy comptroller of Operations. Most recently, Traylor was the chief procurement officer for the state Office of General Services (OGS) and was the project leader for the Governor’s shared services initiative. He will start his new position in mid-September.

“As the taxpayer watchdog, my office reviews and approves billions of dollars in state contracts and makes millions of state payments and other financial transactions. Our oversight ensures that taxpayers are getting the best deal possible. Having someone with John’s extensive government experience and impressive leadership skills oversee these critical functions is a win for us and a win for taxpayers,” DiNapoli said. “We are truly fortunate to welcome John back to the Comptroller’s office.”

At OGS, he oversaw the state’s $5 billion in centralized contracts, strategic sourcing and use of performance metrics to improve efficiency and outcomes.

Prior to 2010, Traylor was an assistant comptroller in DiNapoli’s local government and school accountability division. He led many of the Comptroller’s special research and policy reviews of issues facing local governments, as well as overseeing several significant data operations, the justice court fund and training functions.

In his new position, he will be responsible for overseeing the Comptroller’s operations division, which includes state contracts, payments, payroll, financial reporting and cash management, as well as $12.5 billion in unclaimed funds.

In State Fiscal Year 2012-13, the Comptroller’s office reviewed contracts and amendments totaling $62.9 billion. On a weekly basis, the office approves about 100,000 vouchers for payment, which is about 35 million actual transactions annually totaling $132 billion. Each day, the office pays on average $1 million to individuals claiming lost money.

His salary is $159,000.
