DiNapoli Announces State Contract and Payment Actions for July 2017

State Comptroller Thomas P. DiNapoli announced today his office approved 1,468 contracts valued at $2.28 billion and approved nearly 1.8 million payments worth nearly $6.3 billion in July. His office also rejected 142 contracts and related transactions valued at $254 million and more than 800 payments valued at more than $2.7 million due to concerns about fraud, waste or other improprieties.

Cumulatively through July for calendar year 2017, DiNapoli’s office has approved 10,391 contracts valued at $36.41 billion and approved more than 20.4 million payments worth more than $85 billion. His office has also rejected 1,327 contracts and related transactions valued at $29.52 billion and nearly 19,000 payments valued at nearly $50.2 million.

As the state’s chief financial officer, DiNapoli’s office reviews contracts for all state agencies and certain state public authorities and audits all state payments. This independent review ensures that costs are reasonable, the playing field is level and taxpayers get the best value for their money. These independent audits also help ensure payments are free from fraud, waste and improprieties.

In July, the Comptroller’s office averaged eight days for contract reviews and two days to audit payments.

DiNapoli releases this monthly notice to provide current information about the number and types of contracts and payments made by the state. This builds on his commitment to added transparency via his Open Book New York website.

  • $6.5 million with Green Thumb Environmental Beautification Inc. for ground maintenance and beautification projects.

  • $151,000 to CHA Consulting Inc. for consulting services, including $139,000 for high speed rail design services.

PAYMENT REJECTIONS AND OTHER COST RECOVERIES

The Comptroller’s rejection of more than 800 payments valued at more than $2.7 million included tax refunds valued at more than $900,000. DiNapoli’s auditors also recovered nearly $44,000 from vendors owing debts to the state, and held payments of more than $404,000 pending resolution of disputes between subcontractors and prime contractors.
