DiNapoli Statement on The Port Authority Transparency Initiative



"I applaud Port Authority Executive Director Patrick Foye for taking a step toward greater transparency and accountability by posting Authority employees' salaries and overtime costs online. My audits of the Port Authority this past summer made it abundantly clear that there is much left to be done by the Authority to control its personnel costs and rein in overtime spending. It is my hope that the steps taken today will be the first of many to align the Authority's business model with the fiscal realities of New York and New Jersey."

Comptroller DiNapoli completed two audits of the Port Authority this past summer on consultant contracts and overtime costs.

His recommendations to the Port Authority regarding consultant contracts included several steps that it could take to justify its decisions to outsource work and to be more transparent about the number and size of these types of contracts.

Regarding overtime costs at the Port Authority, the Comptroller recommended that it take a holistic look at its business model and proactively manage and control overtime costs, which can have significant effects on the size of salaries and pension costs. The Comptroller also directed the Port Authority to develop a plan to achieve the 20 percent reduction of overtime it called for in its 2010 budget, require Port Authority departments to justify their annual overtime budgets each year and take appropriate actions on questionable overtime transactions identified by auditors.
