Comptroller DiNapoli Releases Municipal Audits

New York State Comptroller Thomas P. DiNapoli today announced his office completed audits of the Town of Goshen, Town of Hague and Seaford Fire District.

“In today’s fiscal climate, budget transparency and accountability for our local communities is a top priority,” said DiNapoli. “By auditing municipal finances and operations, my office continues to provide taxpayers the assurance that their money is being spent appropriately and effectively.”

Town of Goshen – Police Payroll (Orange County)

From September 2011 through April 2013, department members did not always sign the daily member attendance record and not all overtime was properly documented. A full-time officer did not appear to have worked certain hours claimed on his timesheet and four officers were paid for days off to which they were not entitled. Further, leave time records maintained at the department did not match those in the town payroll register.

Town of Hague – Departmental Cash Receipts (Warren County)

The board has established adequate internal controls over the departmental processing of cash collections. Except for minor exceptions related to supporting documentation, the collections were adequately supported and accounted for, and deposits were timely and intact.

Seaford Fire District – Length of Service Award Program (Nassau County)

District officials did not implement standards and procedures to ensure that the records maintained for activities performed under the LOSAP point system were accurate and complete. In addition, three volunteer firefighters, who are also district employees, were incorrectly granted LOSAP points for performing activities during their regularly scheduled work hours.
