“The contribution rate proposal I put forth today will clearly mitigate the impact of rising rates on the state, local governments and taxpayers in out-years. It provides to them tens of millions of dollars in budget relief. The Governor is wrong to dismiss this proposal. It is the best, most fiscally responsible approach to a very difficult situation.”
