Comptroller DiNapoli Releases School Audits

 

New York State Comptroller Thomas P. DiNapoli today announced his office completed audits of the Hudson City School District, Islip Union Free School District and the Ramapo Central School District.

“My office’s audits of school districts, charter schools and BOCES help schools improve their financial management practices,” DiNapoli said. “These audits are tools for schools to make sure proper policies and procedures are in place to protect taxpayer dollars and provide students with the best possible education.”

Hudson City School District – Audit Follow-Up (Columbia County)
The district has made limited progress in implementing the recommendations made in our previous audit report. Of the three audit recommendations, only one recommendation was implemented. The school board has not established any written policies and procedures that ensure the district is reimbursed for all the Medicaid reimbursements it is entitled to.

Islip Union Free School District – Financial Condition (Suffolk County)
Auditors found that school officials adequately monitored the district’s financial operations to ensure fiscal stability. The district adopted budgets that allowed the unexpended surplus fund balance to remain relatively stable over the last few years and that the district had adequate unexpended surplus funds to support planned deficits for the 2010-11 and 2011–12 fiscal years.

Ramapo Central School District – Fund Balance and Employee Compensation (Rockland County)
The district has accumulated more than $16.3 million in excess funds that could be used to benefit taxpayers. The excess balance is nearly 13 percent of the subsequent year’s budget, which is significantly higher than the statutory 4 percent limit allowed for school districts. The district also had $2.3 million in excess funds in the unemployment and insurance reserves.
