This Bulletin Supersedes Payroll Bulletin No. CU-775
Purpose:
The purpose of this bulletin is to provide agency instructions for processing the City University of New York (CUNY) December 2023 Uniform Allowance Payment for Security Titles and to outline the procedures regarding the modified payment schedule.
Affected Employees:
CUNY campus security titles who meet the eligibility criteria are affected.
Background:
Section 8 of the 2016-2021 Blue Collar Agreement between the City University of New York and various unions, including the International Brotherhood of Teamsters, Local 237, provides for uniform allowance payment of eligible employees.
In addition, a memorandum dated October 19, 2023, from Carmelo Batista Jr., University Executive Director of Classified Staff Labor Relations, authorizes the December 2023 Uniform Allowance payment for campus security titles and modifies the payment schedule.
The following payments will be discontinued:
- Effective immediately, the first three uniform allowance payments for newly appointed full-time and hourly employees.
- Effective after December 2023, the biannual uniform allowance (June and December) payments for full-time employees.
Effective Dates:
The modification to the Uniform Allowance Payment schedule is effective immediately.
The December 2023 Uniform Allowance Payments will be effective in Institution Pay Period 18C, paychecks dated 12/14/2023.
Eligibility Criteria:
Initial Uniform Allowance Payment
Effective immediately, employees in the CUNY campus security titles listed below, shall receive the full amount of the uniform allowance payment upon being hired/onboarded at CUNY as follows:

Biannual Uniform Allowance Payment
Employees in the CUNY campus security titles listed below are entitled to the December 2023 Biannual Uniform Allowance Payment as follows:

Annual Uniform Allowance Payment
Employees in the CUNY campus security titles listed below, who have not received their bi-annual June 2023 Uniform Allowance payment and meet the following eligibility requirement, are entitled to the Annual December 2023 Uniform Allowance Payment as follows:

Agency Actions:
To pay the applicable 2023 Uniform Allowance Payment to eligible employees, agencies must submit the following information on the Time Entry Interface (NPAY502) or the Time Entry page using Earnings Code UA6 – Uniform Allowance CUNY:

Errors and warning messages are communicated to the University Payroll via Control-D report NPAY502 (Warnings/Rejected Time Entry Transactions) and must be manually updated in PayServ as necessary.
Retirement and Overtime Information:
The Uniform Allowance Payment (Earnings Code UA6) is not pensionable and is not included in the calculation of overtime compensation.
Tax Information:
The December 2023 Uniform Allowance Payment is supplemental taxable income, will be included in the employee’s taxable gross and is subject to all employment taxes and income taxes.
Federal, State, and New York City income tax withholding will be calculated using the Aggregate method. Yonkers income tax withholding will be calculated using the Flat Rate method (1.95975% for Yonkers residents and 0.50% for Yonkers non-residents).
Payroll Register and Employee’s Paycheck/Advice:
The Earnings Code UA6 and the amount paid will be displayed on the Payroll Register. The Earnings Description Uniform Allowance CUNY and the amount paid will appear on the employee’s paycheck stub or direct deposit advice.
