Purpose

To explain the new increment system and codes

Contract Provisions

The agreements between the State and CSEA, PEF & DC-37 include an increment program that requires employees to serve at least one year, but not longer than one and one-half years, to receive an increment. This would be accomplished by establishing an October, in addition to the April, payment date.

OSC Action

Effective April 1, 2000 (pay period #1), OSC began entering new increment codes in employees' records to effectuate the transition to the new increment system. Specifically, the following changes are being made:

  • If the increment code was 0001 on the record, it was not changed (if employee stayed below job rate)
  • If the increment code was 0001 on the record and employee went to job rate, it was changed to 2000
  • If the increment code was 0003 with the service date 04/2/99-10/1/99 on the record, it was changed to 1001 
  • If the increment code was 0003 with the service date 10/2/99-04/1/00 on the record, it was changed to 0001
  • If the increment code was 0004 with the service date 04/2/99-10/1/99 on the record, it was changed to 1001 
  • If the increment code was 0004 with the service date 10/2/99-04/1/00 on the record, it was changed to 0001
  • Beginning October 2000, and continuing every April and October thereafter, OSC will pay automatic increments to eligible employees according to the increment code and service date. The attached chart illustrates how current year increment codes will be changed to facilitate future years' increment payments.

A bulletin will be forthcoming concerning payment dates and information on processing the October performance advances.

Agency Action

Agencies should review employees' increment codes and service dates and make any necessary corrections. In addition, agencies should use the attached chart to determine the current increment code to use when hiring or rehiring employees.
