Purpose

To inform agencies of the change to the calculation method of Service Credit Days being reported to ERS

Affected Employees

Hourly employees who:

  • are members of the New York State Employees' Retirement System
    • OR
  • the New York State and Local Police and Fire Retirement System
    • AND
  • work less than 75 hours in a biweekly period.

Background Information

Prior to the start of PaySR in July, 1998, Service Credit Days for hourly employees working more than 75 regular hours biweekly were pro-rated based on an 80 hour biweekly. Employees working 75 regular hours or less were pro-rated based on a 75 hour biweekly. In PaySR, while the other calculations remained the same, Service Credit Days for employees working less than 75 regular hours biweekly were pro-rated based on an 80 hour biweekly, resulting in an underreporting of Service Credit Days. This calculation will be changed and Service Credit Days will be reported exactly as they were prior to the implementation of PaySR.

OSC Actions

OSC will begin reporting the newly pro-rated number of days to ERS for all affected members. A bulletin with information on retroactive processing will be forthcoming.
