Purpose

To inform agencies of OSC’s automatic processing and to provide instructions for processing adjustments and changes.

Employees in the following bargaining units who meet the eligibility criteria:

Background

Chapter 103 of the Laws of 2004 implements agreements between the State and Civil Service Employees Association and provides for a general salary increase and an increase to certain other earnings.

Contract Provisions and Eligibility Criteria

April 1, 2005 General Salary Increase

The legislation provides for a 2.75% Salary Increase for employees in graded and NS (SG 600) positions, trainees (SG 800) and hourly employees.

  • Payable 3/31/05 Institution and 4/07/05 Administration.
  • Revised April 1, 2005 Salary Schedules are attached.
  • Annual employees receive a 2.75% Increase rounded to the nearest dollar.
  • Hourly employees receive a 2.75% Increase rounded to the nearest cent.
  • No Increase for seasonal employees in Parks and Recreation Aide 1 and State Fair Worker titles (per Division of the Budget).
  • No Increase for FEE basis employees, except for employees budgeted as per diem but paid as FEE.
Downstate Location Pay Increase

The legislation provides an increase to $1,264.00 for employees in NYC, Nassau, Rockland, Suffolk, and Westchester counties, effective 3/31/05 (Institution) and 4/07/05 (Administration).

Mid-Hudson Location Pay Increase

The legislation provides an increase to $632.00 for employees in Orange, Dutchess, and Putnam counties, effective 3/31/05 (Institution) and 4/07/05 (Administration).

Note: The Location Pay for employees in Monroe County remains at $200.00 annually for eligible employees.

OSC Actions: Automatic Update of Rows on Job Data and Additional Pay Pages

After payroll processing for Pay Period 1L is completed, OSC will automatically insert rows in the Job Data page to reflect the April 2005 salary increases for salaried and hourly employees in eligible bargaining units.

  • OSC will insert a row in the employee’s Job Data record using the Action/Reason codes of PAY/SAC (Pay Rate Change/Mass Salary Increase) with an effective date of 3/31/05 (Institution) and 4/07/05 (Administration) for Active employees and for employees on a Workers’ Compensation Leave (with a Reason code of WDL, WSP, or WPS).
  • OSC will insert a row effective 3/31/05 for Administration Extra Lag agencies and 4/07/05 for Institution Extra Lag agencies using the Action/Reason codes of PAY/SAC (Pay Rate Change/Mass Salary Increase).
  • For employees who were Inactive or on a Leave of Absence Without Pay (not WDL, WSP, or WPS) on the effective date of the Increase, the Increase will be applied to the employee’s Job Data record only if the employee was subsequently returned to the payroll in an eligible bargaining unit. Rows will be inserted as of the effective date of the Return from Leave action using the Action/Reason codes of PAY/CSL (Pay Rate Change/Correct Salary) and the new salary.
  • All subsequent rows on the Job Data record will also be updated automatically by inserting additional rows with the Action/Reason codes of PAY/CSL (Pay Rate Change/Correct Salary) provided the employee remained in an eligible bargaining unit.
Location Pay

OSC will automatically increase eligible employees’ Location Pay (LOC) or (LMH) on the Additional Pay page from $1,230.00 to $1,264.00 or from $615.00 to $632.00 respectively effective 3/31/05 (Institution) and 4/07/05 (Administration).

Control-D Reports

The following Control-D Report will be available prior to processing of the automatic salary increases. This report will be available on 3/24/05 for Institution agencies and 3/31/05 for Administration agencies.

NHRP 709 Mass Salary Increase Exception Report

This report identifies employees who did not receive an automatic General Salary Increase. Fields on the report include EmplID, Employee Record Number, Employee Name, Grade, Bargaining Unit, Pay Basis Code, Part Time Percentage and Salary. The report identifies the reason the employee’s salary was not increased with one of the following messages:

  • Salary Below Minimum
  • Position and Job do not match

The following Control-D Reports will be available after processing of the automatic increases:

NHRP 703 Mass Salary Additional Pay Report

This report identifies all employees receiving an automatic increase for Location Pay (LOC) or Location Pay Mid-Hudson (LMH). Fields on this report include EmplID, Employee Record Number, Employee Name, Earn Code, Grade, Salary Plan, Bargaining Unit, and Additional Pay Amount.

NHRP 704 Mass Salary Payment Report

This report identifies all employees who received the General Salary Increase. The report identifies the employee’s last salary that was automatically increased in an eligible bargaining unit. Other fields on the report include the EmplID, Employee Record Number, Employee Name, Grade, Bargaining Unit, Pay Basis Code, Part Time Percentage, Action Reason, and Increment Code.

NHRP 709 Mass Salary Increase Exception Report

This report identifies employees who did not receive an automatic General Salary Increase. Fields on the report include EmplID, Employee Record Number, Employee Name, Grade, Bargaining Unit, Pay Basis Code, Part Time Percentage and FTA Salary. The report identifies the reason the employee’s salary was not increased with one of the following messages:

  • Increment Code 0070
  • Salary Below Minimum
  • Position and Job do not match

Agency Actions

The following procedures must be used by the Agency when reporting transactions in Pay Period 1L:

  1. For Pay Changes, Position Changes, and Transfers with effective dates on or before 3/31/05 (Institution) or 4/7/05 (Administration):
    • The agency must not include the 2.75% Salary Increase in the Pay Rate Field.
  2. For Pay Changes, Position Changes, and Transfers with effective dates after 3/31/05 (Institution) or 4/7/05 (Administration):
    • The agency must not include the 2.75% Salary Increase in the Pay Rate Field, but must include the Performance Advance or Longevity Payment in the Salary, if applicable.

Administration Agencies Only: New hires submitted in Pay Period 1 effective 4/7/05 or later must be submitted using the hiring rate of the 2004 chart. The automatic validation salary warning message “Requested salary rate must be at the hiring rate when Action of PAY and Reason of NEW is used” will appear, as the new 2005 salary charts will be in effect. Please ignore the warning message.

For employees identified on the Mass Salary Increase Exception Report (NHRP 709), agencies must submit Pay Rate Changes on the Job Action Request page for eligible employees. Pay changes that are subsequent to the effective dates of the General Salary Increases are required for all rows on the employee’s Job Data page.

  • Salary Below Minimum

Agencies must review the Job Data records of these employees to determine the appropriate action. The employees may be in incorrect positions. If so, a position change may also be required.

  • Position Data and Job Data do not match

Agencies must review the Job Data records of these employees and contact the Position Management Unit to determine the appropriate action. After the Position and the Job Data records are reconciled, the agency must submit the appropriate pay changes on the Job Action Request page.
