Purpose

To explain OSC’s automatic processing of payments.

Affected Employees

Arbitration-eligible Department of Corrections employees represented by NYSCOPBA (BU01) in the following titles:

  • Correction Officer
  • Correction Officer Spanish Language
  • Correction Officer Trainee
  • Correction Officer Trainee Spanish Language
  • Correction Sergeant
  • Community Correctional Center Assistant
  • Institution Safety Officer

Background

Pursuant to Chapter 113 of the Laws of 2006 which implements the Arbitration Award between New York State and the New York State Correction Officers Police Benevolent Association (NYSCOPBA) and provides salary increases and increases to other payments for those employees covered by the award.

This bulletin covers the processing of retroactive increases to Uniform Allowance, Security Enforcement Differential, Location Pay and Location Pay Mid-Hudson called for in the award.

Effective Date(s)

Retroactive increases for Security Enforcement Differential, Location Pay and Location Pay Mid-Hudson will be processed in Pay Period 12L, paychecks dated 9/28/06 (Institution) and 10/4/06 (Administration).

Retroactive increases for Uniform Allowance will be processed in Pay Period 12L and paid in a separate check dated 9/28/06 (Institution) and 10/4/06 (Administration).  There is no direct deposit for the Uniform Allowance payment.

Eligibility

Uniform Allowance (UA8)

Legislation provides for an increase in the Uniform Allowance (UA8) for arbitration-eligible employees to the following amounts:

December 1, 2003 $575
December 1, 2004 $625
December 1, 2005 $725

Uniform Allowance amounts for employees in Shock Incarceration Facilities (Agencies 10190,10200,10510,10600,10820) are increased to the following amounts:

December 1, 2003 $625
December 1, 2004 $675
December 1, 2005 $775

Adjustment Amounts

Employees who received the December 1, 2003 Uniform Allowance payment are eligible for a $25 adjustment.

Employees who received the December 1, 2004 Uniform Allowance payment are eligible for a $75 adjustment.

Employees who received the December 1, 2005 Uniform Allowance payment are eligible for a $175 adjustment.

Security Enforcement Differential (SED)

Legislation provides for an increase to the Security Enforcement Differential (SED) for arbitration-eligible employees as follows:

April 1, 2004 Increased to $625 annually
April 1, 2005 Increased to $850 annually
April 1, 2006 Increased to $1,100 annually

Such amounts shall be offset by payments already received as Security Enforcement Differential in each year and the balance shall be calculated as part of the retroactive payment.

Location Pay  (LOC)

Legislation provides for an increase to the Location Pay (LOC) for arbitration-eligible employees employed in New York City or the counties of Nassau, Suffolk, Westchester and Rockland as follows:

April 1, 2003 Increased to $1,230 annually
April 1, 2004 Increased to $2,855 annually
April 1, 2005 Increased to $2,941 annually
April 1, 2006 Increased to $3,029 annually

Such amounts shall be offset by payments already received as Location Pay in each year and the balance shall be calculated as part of the retroactive payment.

Location Pay Mid-Hudson (LMH)

The legislation provides new retroactive Location Pay Mid-Hudson earnings for employees in Orange, Dutchess, and Putnam counties who are not receiving LOC pay. The amounts are as follows:

April 1, 2004 $1,061 annually
April 1, 2005 $1,093 annually
April 1, 2006 $1,126 annually

OSC Actions in Pay Period 12L

In Pay Period 12L, OSC will automatically execute the following:

Uniform Adjustment (UA8)

OSC will automatically insert an adjustment in Time Entry using the code UA8 for the increases in the 2003, 2004 and 2005 Uniform Allowance payments for eligible employees. The Earnings Begin Dates, Earnings End Dates and Department ID will be the same as the original payment on Time Entry. The paycheck for all payments will be distributed to the employee’s current or most recent Department.

Employees who received a Uniform Allowance payment in 2003 will receive an adjustment of $25.

Employees who received a Uniform Allowance payment in 2004 will receive an adjustment of $75.

Employees who received a Uniform Allowance payment in 2005 will receive an adjustment of $175.

All retroactive adjustments for the Uniform Allowance will be paid in a separate check. There will be no direct deposit for this payment.

Security Enforcement Differential (SED)

4/1/04 SED Increase to $625
For employees who are in an eligible title on or after the effective date of the increase (3/25/04 [Administration] or 4/1/04 [Institution]) and have an existing SED row in the amount of $575 on the Additional Pay page that is effective on or after the effective date of the increase, OSC will update the existing SED row to $625.

4/1/05 SED Increase to $850
For employees who are in an eligible title on or after the effective date of the increase (3/31/05 [Institution] or 4/7/05 [Administration]) and have an existing SED row in the amount of $575 on the Additional Pay page that is effective on or after the effective date of the increase, OSC will update the existing SED row to $850.

4/1/06 SED Increase to $1,100
For employees who are in an eligible title on or after the effective date of the increase (3/29/06 [Institution] or 4/5/06 [Administration]) and have an existing SED row in the amount of $575 on the Additional Pay page that is effective on or after the effective date of the increase, OSC will update the existing SED row to $1,100.

Location Pay (LOC)

4/1/03 LOC Increase to $1,230
For employees who are in an eligible title on or after the effective date of the increase (3/27/03 [Administration] or 4/3/03 [Institution]) and have an existing LOC row in the amount of $1,200 on the Additional Pay page that is effective on or after the effective date of the increase, OSC will update the existing LOC row to $1,230. If the employee does not have a 3/27/03 (Administration) or 4/3/03(Institution) effective dated row, then a new effective dated row will be inserted with an annual earnings amount of $1,230.

4/1/04 LOC Increase to $2,855
For employees who are in an eligible title on or after the effective date of the increase (3/25/04 [Administration] or 4/1/04 [Institution]) and have an existing LOC row in the amount of $1,200 on the Additional Pay page that is effective on or after the effective date of the increase, OSC will update the existing LOC row to $2,855. If the employee does not have a 3/25/04 (Administration) or 4/1/04(Institution) effective dated row, then a new effective dated row will be inserted with an annual earnings amount of $2,855.

4/1/05 LOC Increase to $2,941
For employees who are in an eligible title on or after the effective date of the increase (4/7/05 [Administration] or 3/31/05 [Institution]) and have an existing LOC row in the amount of $1,200 on the Additional Pay page that is effective on or after the effective date of the increase, OSC will update the existing LOC row to $2,941. If the employee does not have a 4/7/05 (Administration) or 3/31/05(Institution) effective dated row, then a new effective dated row will be inserted with an annual earnings amount of $2,941.

4/1/06 LOC Increase to $3,029
For employees who are in an eligible title on or after the effective date of the increase (4/6/06 [Administration] or 3/30/06 [Institution]) and have an existing LOC row in the amount of $1,200 on the Additional Pay page that is effective on or after the effective date of the increase, OSC will update the existing LOC row to $3,029. If the employee does not have a 4/6/06 (Administration) or 3/30/06(Institution) effective dated row, then a new effective dated row should be inserted with an annual earnings amount of $3,029.

Location Pay Mid-Hudson (LMH)

4/1/04 LMH $1,061
For employees who are in an eligible title on or after the effective date of the payment (3/25/04 [Administration] or 4/1/04 [Institution]), OSC will insert a new LMH row onto the Additional Pay page with the effective date of 3/25/04 (Administration) or 4/1/04 (Institution) and an annual earnings amount of $1,061.

4/1/05 LMH Increase to $1,093

For employees who are in an eligible title on or after the effective date of the payment (4/7/05 [Administration] or 3/31/05 [Institution]), OSC will insert a new LMH row onto the Additional Pay page with the effective date 4/7/05 (Administration) or 3/31/05 (Institution) and an annual earnings amount of $1,093.

4/1/06 LMH Increase to $1,126

For employees who are in an eligible title on or after the effective date of the payment (4/6/06 [Administration] or 3/30/06 [Institution]), OSC will insert a new LMH row onto the Additional Pay page with the effective date of 4/6/06 (Administration) or 3/30/06 (Institution) and an annual earnings amount of $1,126.

Automatic Retroactive Processing

OSC will automatically calculate retroactive payments resulting from the 2004, 2005, and 2006 increases to Location Pay, Location Pay Mid-Hudson, and Security Enforcement Differential.

For eligible employees who have worked in more than one agency and have been paid by all agencies using the same Employee Record Number since the effective date of the increases, all retroactive adjustments will be paid in the most current agency.

For eligible employees who have worked in more than one agency and have been paid from more than one Employee Record Number since the effective date of the increases, the retroactive adjustment for earnings in each Employee Record Number will be paid in the most current agency, on the appropriate pay cycle, under each Employee Record Number.

Retroactive Adjustments for Additional Pay and Time Entry Earnings

Time Entry Earn Codes that are calculated based on an employee’s additional salary factors such as overtime (OTA) and holiday (HPA) will be automatically adjusted.

Pre-Shift Briefing PS1 paid in Additional Pay will also be adjusted automatically due to the increases in LOC, LMH, and SED.

Payroll Register and Employee’s Paycheck/Advice

The Earn Codes UA8, SED, LOC and LMH and the payment amounts will be displayed on the payroll register where needed.  The following earn code descriptions and amounts will appear on the employee’s paycheck stub or direct deposit advice:

UA8 Uniform Adjustment
SED Security Enforcement Differential
LOC Location Pay
LMH Location Pay Mid Hudson

Control-D Reports

The following Control-D reports will be available following processing of the automatic payments. These reports will be available on 9/18/06 for Institution agencies and 9/25/06 for Administration agencies.

Time Entry Payment Report (NPAY771)

This report will be available after the automatic payment of the Uniform Allowance adjustments are loaded into the Time Entry page. Fields on the report include EmplID, Employee Record Number, Employee Name, Earn Code, Grade, Bargaining Unit, Amount, Number of Payments Processed and Total Payment Amount.

Mass Salary Additional Pay Report (NHRP703)

This report identifies all employees receiving an automatic increase for Location Pay (LOC), Location Pay Mid-Hudson (LMH), or Security Enforcement Differential (SED). Fields on this report include EmplID, Employee Record Number, Employee Name, Earn Code, Grade, Salary Plan, Bargaining Unit and Additional Pay Amount.
