Purpose

To inform agencies of the new Additional Pay Earnings codes and to provide instructions to pay the Mentoring Premium.

Affected Employees

PEF represented employees in Agencies 11260 and 11270 who take part as mentors in the Mentoring Program

Effective Date(s)

Payments may be made beginning in Pay Period 20L, paychecks dated January 14, 2010

Background

Pursuant to a Memorandum of Understanding between the NYS Education Department and PEF, certain PEF represented employees of the Schools for the Deaf and Blind who take part as mentors in the mentoring program are eligible for a $1,000.00 Premium. The Program is effective beginning on September 1, 2009.

Payment information

Each active mentor will receive a mentoring premium of one thousand dollars ($1,000) annually. This premium shall be paid on a bi-weekly basis each school year during which the mentor is actively involved in a mentoring relationship.

Agencies should refer to the MOU for eligibility information.

The Mentoring Premium is pensionable and included in the calculation of overtime.

OSC Actions

OSC has created new Additional Pay earnings codes to be used to pay the Mentoring Premium to eligible employees:

MSB (Mentoring Premium Deaf and Blind) must be used to report the annual amount
AMB (Adjust Blind and Deaf Mentoring) must be used to report adjustments to the Licensure Premium

Agency Actions

Beginning in Pay Period 20L, agencies must use the following procedure when reporting the Mentoring Program payment on the Additional Pay page:

Earnings Code: MSB
Effective Date: 9/1/09 or date the employee becomes eligible for the payment
Annual Additional Earnings: $1,000
